These regulations, introduced on march 9th, demand extensive details about NGO staff – including palestinian employees – and threaten to severely disrupt the delivery of critical aid to vulnerable populations. Unless swiftly addressed,the majority of international NGO partners could face de-registration by September 9th,effectively halting their operations and exacerbating an already dire crisis.
The New Regulations: A Breakdown
The Israeli requirements necessitate NGOs to submit complete facts on all personnel, both international and local. This includes full identification, contact details, and, for foreign workers, detailed family information such as marital status, spouse details, and passport numbers of children. This level of scrutiny raises significant concerns regarding data privacy and operational security for humanitarian actors.
Immediate Consequences: Aid Blocked, Lives at Risk

NGOs that have not yet complied with the new system are currently prohibited from delivering any supplies to Gaza.Recent reports indicate that Israeli authorities rejected requests from 29 organizations in July to ship essential humanitarian aid, citing a lack of authorization.

Widespread Looting and Violence: According to the UN aid coordination office, OCHA, a staggering 90% of aid entering Gaza since July 20th has been either looted by armed gangs or seized by desperate crowds. Fatalities and Injuries at Checkpoints: between May 27th and August 4th, health authorities reported 1,516 fatalities and over 10,000 injuries at militarized distribution sites or along humanitarian aid convoy routes, often near Israeli military checkpoints.Civilians approaching aid convoys continue to be killed and wounded.
