A History of Limited Engagement, Strategic Opportunities
The United States has historically employed sanctions against the Lukashenko regime, a necessary but insufficient response. Under the Trump administration, a pragmatic approach began to yield tangible results.Despite initial challenges – including the denial of entry to Ambassador Julie Fisher – the appointment of Fisher as Special Envoy for Belarus demonstrated a commitment to the issue. Her subsequent work, and now her role as Chargé d’Affaires in Kyiv, highlights the importance of sustained diplomatic engagement, even in challenging circumstances.
Crucially, retired General Keith Kellogg, as the President’s Ukraine envoy, successfully negotiated the release of several Belarusian political prisoners, including my husband, Siarhei, who endured five years of solitary confinement. This wasn’t merely a humanitarian gesture; it was a powerful demonstration of American leverage. Lukashenko,recognizing the potential for escalating pressure – further sanctions or other decisive action – chose to release Siarhei without demanding concessions from Washington. Now is the time to capitalize on this understanding. Over 1,150 political prisoners remain unjustly detained in Belarus, victims of a regime that systematically suppresses dissent. A renewed commitment from the Trump administration to secure their release, utilizing the same leverage demonstrated previously, could represent the most significant humanitarian victory for Belarus in modern history.
This is not a complex geopolitical entanglement. Unlike conflicts riddled with civil war, ethnic tensions, or ideological divides, the crisis in Belarus is fundamentally about one man’s grip on power. This presents a unique opportunity for the U.S. – a low-cost, high-impact intervention with the potential to send a powerful message to other authoritarian regimes in Cuba, Iran, and Venezuela. It signals that prolonged oppression will not be tolerated and that accountability is possible.Re-Establishing a Dedicated envoy & Strengthening International Coordination
To effectively pursue this strategy, the U.S. must re-establish the position of Special Envoy for Belarus. This envoy should work in close coordination with our European Union partners, leveraging a unified front to achieve the following:
Prioritized Release of Political Prisoners: Focused diplomatic pressure and targeted sanctions aimed at those directly responsible for the detention and abuse of political prisoners.

Support for Democratic Reform: Continued and expanded support for Belarusian civil society, independent media, and pro-democracy movements.

A bipartisan Belarus Democracy Act is currently being drafted, building on previous legislation that authorized support for Belarusian civil society and mandated sanctions against regime officials. This act, with both Democratic and Republican sponsors, provides a clear blueprint for action.

Belarusians are not seeking radical change; they desire the basic freedoms enjoyed by citizens in the united States and across Europe – the right to free speech, religious freedom, democratic depiction, and a life lived with dignity.
The fight for freedom is a marathon, not a sprint. But history demonstrates that even the most entrenched dictatorships can fall unexpectedly. Belarusians are prepared for this moment. They are peaceful, resilient, and steadfast to build a democratic future.
The regime mistakenly believed that releasing my husband would silence my voice. Instead, it has amplified my resolve. With Siarhei by my side, and fueled by the unwavering spirit of the Belarusian people, I will continue to advocate for their freedom.
