Finland is poised to substantially expand its offshore wind energy capacity, but the path forward isn’t without its complexities. Recent adjustments to the regulatory framework are creating a more favorable environment for growth, yet existing projects are currently stalled as the nation finalizes the specifics.
Offshore wind Projects on Hold
Large-scale offshore wind farms are planned for the Selkämeri (Bothnian Sea), with potential construction slated for the 2030s. Eolus, a key player in the sector, has proposed two aspiring projects.
* One project would be located approximately 30 kilometers off the coast of Merikarvia.
* The other is envisioned around 90 kilometers offshore in the Satakunta region.
Currently, design work for both wind farms is paused. This is due to ongoing refinements in the regulations governing offshore wind development in Finland. Over 20 research permits have been granted for potential offshore wind projects within Finland’s exclusive economic zone. Besides Eolus,companies like OX2,Ilmatar,and Skyborn Renewables have also secured licenses.
Are the Designated Areas Large Enough?
The Ministry has designated four areas in the Selkämeri and Perämeri (Gulf of Bothnia) for offshore wind development. These areas range in size from 211 to 288 square kilometers.
I’ve found that the size of these areas may be insufficient if the goal is to build a 1.3 gigawatt wind farm on a single site. Practical considerations inevitably reduce the usable area during detailed studies.
Here’s what works best when planning these projects: portions of the designated areas often need to be excluded. This is due to technical or environmental constraints. It seems this hasn’t been adequately factored into the initial area allocations. You need to account for these real-world limitations to ensure projects are viable.
These adjustments are crucial for Finland to effectively harness the potential of offshore wind. It’s a balancing act between ambitious goals and practical realities. As the regulatory landscape clarifies, we can expect to see renewed momentum in these important energy projects.
