Ukraine Under Attack: Civilian Impact and Humanitarian Crisis Deepens
Recent large-scale drone strikes across Ukraine have resulted in civilian casualties and widespread infrastructure damage, exacerbating an already dire humanitarian situation as the conflict nears its fourth year.These attacks, impacting regions including the capital Kyiv, are occurring amidst harsh winter conditions, leaving thousands without essential services.
Mounting Civilian Toll
Local authorities report several civilians have been killed and nearly 30 injured, including children. The United Nations Children’s Fund (UNICEF) confirmed tragic reports of one child fatality and three injuries in Kyiv, Vyshhorod, and Zhytomyr.
UNICEF emphasized the vulnerability of children facing a difficult winter, with disrupted heating, power, and water supplies. They urgently call for an end to attacks that threaten young lives.
Critical Infrastructure Targeted
The strikes heavily damaged over 120 residential buildings in the odesa region, according to the UN Office for the Coordination of Humanitarian Affairs (OCHA). Key energy,port,and transport infrastructure – notably in the port town of Reni,near the Romanian border – were also directly hit.

* Critical facilities are relying on backup power.
* Energy facilities in Novhorod-Siverskyi (Chernihiv region) and shostka (Sumy region) sustained damage.

Widespread Power Disruptions
Ukraine’s Ministry of Energy reports important power outages across Khmelnytskyi, Rivne, and ternopil regions, with disruptions extending to six additional regions. OCHA stresses the urgent need to protect civilians and provide support to the most vulnerable as temperatures drop.
Humanitarian Response Efforts
Despite ongoing challenges, the UN and its partners have provided emergency assistance to over 430,000 people in the last 11 months. This aid focuses on frontline regions and includes:

* Direct cash assistance.
Needs are increasing in previously unaffected areas as attacks expand geographically.
An inter-agency convoy recently delivered eight metric tonnes of aid to Novoraiske in the Kherson region. This included vital supplies like medical items, hygiene products, charging stations, children’s clothing, and mattresses. Novoraiske, home to approximately 1,900 people (over 200 of whom are children), lacks access to water, gas, and electricity in several locations due to continued hostilities.
