Philippine authorities have arrested three of four suspects involved in the July 12, 2026, killing of American marine biologist Dr. Kent Edward Carpenter in Sibulan, Negros Oriental. Police identified the suspects as they continue to hunt for a fourth individual, characterizing the incident as a robbery gone wrong.
The investigation into the death of 73-year-old Dr. Kent Edward Carpenter moved rapidly this week following a coordinated crackdown by the Special Investigation Task Group (SITG) “Carpenter” and the Negros Oriental Police Provincial Office (NOrPPO). According to reporting from the Police Regional Office-Negros Island Region (PRO NIR), the three suspects were taken into custody between late Wednesday night and early Thursday morning.
Arrest Timeline and Suspect Identities
Police operations in Sibulan led to the apprehension of the suspects in quick succession. The dragnet began when police operatives cornered and arrested 26-year-old Mark Bucog Oracoy of Purok 5, Barangay Ajong, Sibulan at 9:56 p.m. on Wednesday. Less than an hour later, at 10:35 p.m., authorities arrested 40-year-old Jal Piañar Filipinas of neighboring Purok 6 in Sibulan. The third suspect, 21-year-old Ciem Mansing Diputado of Purok 2, Barangay Ajong, voluntarily surrendered to authorities at 4:06 a.m. Thursday.
In a press conference held Thursday, July 16, Philippine National Police (PNP) Public Information Office Chief Col. Allen Rae Co provided specific details regarding the roles of the detained individuals. The suspects were identified by alias: “Alias Mo,” the alleged gunman; “Alias JF,” who allegedly sexually assaulted the victim’s live-in partner; and “Alias CD,” the alleged lookout. Col. Co stated that the lookout’s narrative corroborated the statement provided by the victim’s live-in partner.
Police Findings on Motive and Evidence
While the murder of a high-profile scientist prompted initial speculation, law enforcement officials currently maintain the attack was not related to Carpenter’s professional work. Carpenter was a globally recognized marine biologist whose research on coral reefs was instrumental in the Philippines’ 2016 arbitral ruling on the West Philippine Sea.

“All indicators, as of this time, point to the fact that this is just a robbery gone wrong. We are still looking at all angles, but as of now this points to the fact the crime is not related to the victim’s occupation or work,” Col. Allen Rae Co said.
According to the investigation, the suspects forced their way into Carpenter’s home in Barangay Ajong, Sibulan, late Sunday night while the victim and his partner were watching television. According to the police narrative, one of the suspects immediately shot the victim in the head at close range before the group fled. The lookout’s statement confirms that the suspects entered the house at approximately 11:30 p.m. on July 12.
Clarification on Medical Assessments
Authorities addressed conflicting reports regarding the alleged sexual assault of the victim’s partner. Col. Co clarified that an initial assessment conducted by the health officer of Sibulan was insufficient for a formal rape evaluation. Consequently, the victim’s partner is scheduled to undergo a more comprehensive medical examination as part of the standard legal procedure. “It turns out the report received by the (PNP Negros) provincial director initially came from the health officer of Sibulan. It was properly done but it was not a complete rape evaluation or assessment or examination that was done,” Co explained.
Pending Investigation and Next Steps
The investigation remains active as authorities search for a fourth suspect identified by those already in custody. PRO NIR director Police Brigadier General Romano V. Cardiño reported the arrests to the Chief PNP and has lauded the operating units for their professionalism and swift coordination. All three suspects are currently in police custody undergoing standard documentation and legal procedures, with officials noting they were duly apprised of their constitutional rights under the Miranda Doctrine in a language they understood. Brig. Gen. Cardiño has assured the victim’s family, the public, and the foreign community that justice will be served as follow-up operations continue to track down the final suspect.
