The Trump administration reached a $1.22 billion settlement with German utility RWE AG on August 6, 2026, to cancel offshore wind leases off New York, California, and Louisiana. The agreement brings total taxpayer spending on federal wind lease buybacks to nearly $4 billion as the administration redirects energy investments toward fossil fuels.
The German energy giant RWE has agreed to relinquish its U.S. offshore wind leases, bringing an end to development rights that could have powered more than five million homes.
The company stated that after careful consideration, it was determined there is no path forward to permit the projects in the United States for the foreseeable future.
Fossil Fuel Redirection and the $4 Billion Buyout Total
With the RWE agreement included, the federal government has committed roughly $4 billion in settlement funds this year to terminate planned offshore wind developments, Bloomberg.com reports. Rather than relying on legal challenges to halt projects, the Republican administration has negotiated buyouts that allow developers to recover lease payments while shifting capital into conventional energy infrastructure.
Under the terms of the settlement, RWE will invest $900 million to acquire a 16% stake in a liquefied natural gas project in Louisiana and spend $300 million on a turbine reservation agreement for natural gas peaker plants. The company is developing 15 natural gas projects across the country.
The RWE payout follows a series of similar federal transactions designed to curb renewable energy expansion. In March, French energy company TotalEnergies secured nearly $1 billion to cancel its New York and Carolina Long Bay leases. In April, Golden State Wind and Bluepoint Wind agreed to end leases for reimbursements totaling nearly $900 million. Chicago-based Invenergy agreed in June to terminate four early-stage offshore wind leases for $765 million, redirecting capital into natural gas and geothermal projects across multiple states, gCaptain notes.

Interior Secretary Doug Burgum praised the transaction, asserting that federal energy policy must prioritize traditional baseload power and reliability over clean energy mandates.

Burgum also argued that Americans deserve an energy system built on common sense, not one dependent on costly subsidies or technologies that can’t meet our country’s current demand,

Separate federal actions have also targeted wind energy over national security concerns. The Department of the Interior announced a separate pause on large-scale offshore wind projects under construction, citing classified reports from the Department of War regarding radar interference and clutter caused by massive turbine blades, according to Department of the Interior releases.
Political Pushback and Consumer Cost Concerns
The lease cancellations have drawn sharp criticism from lawmakers and state attorneys general who argue the buyouts drain public funds and undermine climate goals.

Despite the legal battles and opposition from state officials, industry analysts note that more than 20 leases valued at nearly $2 billion remain outstanding, leaving the door open for additional buyout agreements in the coming months.
