AfricaRice appoints new Liberia Country Representative, Building on Legacy of Agricultural Advancement
Monrovia, Liberia – November 4, 2025 – The Africa Rice Center (AfricaRice), a leading pan-African institution dedicated to rice research, progress, and capacity building, has announced the appointment of Mr. Moustapha Gaye as its new Country Representative to liberia and Coordinator of the EU-funded Seeds4Liberia Project. This transition marks a continuation of AfricaRice’s commitment to bolstering Liberia’s agricultural sector and improving food security.
Mr. Gaye brings a wealth of experience to this pivotal role, boasting over 30 years in international development. Notably,he has served as Chief of Party for 18 years and as a Project Manager for large-scale,US government-funded programs exceeding $200 million in total value.
His expertise spans critical areas including:
* Food security
* Health and nutrition
* Good governance
* Community engagement
* Gender integration
* Private sector partnerships
* Monitoring, evaluation, and learning
* Financial management
* Environmental compliance
Throughout his career, Mr. Gaye has consistently delivered impactful results, enhancing livelihoods and ensuring program compliance across nine countries in West and Central Africa. You can expect him to build on this success in Liberia.
A Smooth Transition Following Dr. Akintayo’s Retirement
Mr. Gaye’s appointment follows the well-deserved retirement of Dr. Inoussa Akintayo, who dedicated years to advancing AfricaRice’s mission in Liberia. Dr. Akintayo’s leadership was instrumental in aligning the institution’s efforts with Liberia’s national development agenda, particularly through agricultural research and development initiatives aimed at boosting productivity and improving livelihoods.
Dr. Akintayo leaves behind a significant legacy, most notably for introducing several key rice varieties and approaches to the country. These include:
* Orylux 6: A high-yielding rice variety.
* Suakoko-8: Another critically important rice variety for Liberian farmers.
* Nerica L-19: A New rice for Africa variety known for its adaptability.
* Smart-Valley approach: An integrated agricultural system promoting sustainable practices.
Furthermore,Dr. Akintayo spearheaded several impactful projects, including:
* The West Africa Agricultural Productivity Program (WAAPP)
* The Smallholder Agricultural Productivity Enhancement and Commercialization (SAPEC)
* The EU-funded DeSIRA Integrated Rice-Fish Farming System
* The ongoing EU-backed Seeds4Liberia project.
These initiatives focused on agricultural research, capacity building, and policy advocacy, all contributing to a more resilient and sustainable agricultural sector in Liberia.

Mr. Gaye will now lead africarice in Liberia, focusing on aligning initiatives with national priorities. He will also prioritize strengthening existing partnerships and forging new collaborations to maximize the impact of AfricaRice’s work.
