Uganda’s Parish Development Model: A Path to Prosperity Rooted in Agriculture and Entrepreneurship
President Yoweri museveni recently concluded a campaign swing through the greater Mukono region, emphasizing the pivotal role of commercial agriculture and targeted government programs in driving Uganda’s economic growth and job creation. The core message? Lasting prosperity isn’t about handouts, but empowering citizens to build wealth from the ground up. This commitment is deeply rooted in the long-standing Four-Acre Model, a cornerstone of the National Resistance Movement (NRM) policy since 1996.
This article delves into the President’s vision, the successes of the Parish Development Model (PDM), and the challenges that remain in ensuring equitable access to possibility for all Ugandans. We’ll examine how these initiatives are designed to move communities beyond subsistence farming and into a thriving, diversified economy.
The Four-Acre model: A Foundation for Self-Sufficiency
The Four-Acre Model isn’t a new concept. It’s a proven strategy for household economic security, advocating for the allocation of land to four key areas:
* coffee: A cash crop with importent export potential.
* Fruits: Providing both nutritional value and income generation.
* Pasture: Supporting livestock farming for dairy and meat production.
* Food Crops: Ensuring household food security.
This foundation is than bolstered by “backyard enterprises” – small-scale ventures like poultry, piggery, and fish farming – designed to provide additional income streams and diversify risk. The model aims to transform land ownership into a powerful engine for wealth creation.
Parish Development Model (PDM) in Action: Real Stories of Change
The PDM represents a renewed effort to deliver on this vision, focusing on direct support to communities at the parish level. President Museveni highlighted several success stories, demonstrating the tangible impact of the program.
* harriet Nampa (Mukono district): Initially hesitant to utilize the Shs1 million (approximately $270 USD) PDM funding, Nampa invested Shs500,000 in piggery. Her business quickly grew, allowing her to purchase a cow and enter dairy farming, showcasing the power of small investments.
* Kalera phillip (Gomba District): A long-term farmer who overcame initial setbacks, Kalera diversified his 50-acre farm to include Friesian dairy cows, coffee, and poultry. He now generates over Shs1.5 billion (approximately $405,000 USD) annually, earning between Shs18-20 million per acre from coffee and Shs9 million from matooke per harvest.
These examples aren’t isolated incidents. They represent a growing trend of Ugandans leveraging PDM funds to build sustainable businesses and improve their livelihoods.
Beyond Agriculture: Diversifying the Economy & Creating Jobs
While agriculture remains central, President Museveni stressed the importance of diversifying Uganda’s economy. He identified key sectors for job creation:
* Commercial Agriculture: Expanding production and value-added processing.
* Manufacturing/Artisanship: Developing local industries and skills.
* Services: Growing the service sector to meet evolving needs.
* ICT: Leveraging technology for innovation and economic growth.
He cited examples like Jeka Poultry farm in Kamuli District, employing over 300 people and generating Shs20 million daily from egg production. Furthermore, he highlighted the impact of industrial parks:
* Sino-Mbale Industrial Park: 75 factories employing approximately 12,000 workers.
* namanve Industrial park: 273 factories employing over 24,000 people.
* Mukono District: Numerous factories providing employment opportunities for local youth.
Addressing challenges & Ensuring Accountability
The President acknowledged past shortcomings with previous programs like Entandikwa, NAADS, and Operation Wealth Creation, where funds weren’t always effectively distributed. This led to the PDM’s focus on direct engagement with communities at the parish level.
However, challenges remain. rt. Hon. Annet Anita among, speaker of Parliament, raised concerns about absentee landlords and alleged theft of PDM funds in Buikwe District, calling for immediate investigations. President Museveni echoed this sentiment, urging citizens to actively monitor PDM funds and hold SACCO committees accountable.
