President Museveni Pledges Infrastructure Boost & Economic Empowerment for kumi District
kumi District is poised for significant progress following a recent visit by President Yoweri Museveni, who outlined a comprehensive plan to bolster social infrastructure and drive economic growth in the region. The initiatives focus on expanding access to clean water, improving education and healthcare, and empowering citizens through wealth-creation programs. This commitment signals a renewed focus on the Teso sub-region, historically impacted by instability, and aims to solidify lasting peace and prosperity.
Addressing Critical Infrastructure Gaps
A cornerstone of the President’s plan is the Lake Kyoga Multipurpose Gravity Flow Scheme. This project will deliver clean water to the districts of Serere, Ngora, Kumi, and Bukedea. Museveni highlighted the project’s feasibility, drawing parallels to the triumphant Kagera river water pumping project to Mbarara, noting the relatively flat terrain of Teso will simplify implementation.
Beyond the gravity flow scheme, existing water infrastructure is also receiving attention. Kumi already benefits from several water systems:
* Kumi Municipality Piped Water Supply (39,000+ people served)
* Nyero Town Council Water System (14,400 residents)
* Ongino Water System (9,000 people)
* mukongoro Water Project (11,600 residents)
Future expansion plans include upgrading the Nyero Town Council project and constructing new systems in Kanyum and Atutur. Small-scale irrigation, like the 10-acre Totolim Irrigation Scheme, will also be developed to support agricultural productivity.
Investing in Human Capital: Education & Healthcare
Recognizing the vital link between human capital and development, the President addressed significant gaps in education and healthcare access.Currently, Kumi District has 75 goverment primary schools, leaving 72 of 140 parishes without one.
The government’s plan is enterprising yet targeted:
* one primary school per parish: Ensuring every child has access to basic education.
* One secondary school per sub-county: Expanding opportunities for post-primary education.
Similarly, healthcare access is being prioritized. Out of 18 sub-counties, only one has a hospital, one has a Health Center IV, and six have Health Centre IIIs.The government intends to upgrade Health Centre iis to Health Centre IIIs and construct new facilities in underserved areas like Kanapa, Mukongoro, and Kanyum.
Empowering Citizens Through Economic Opportunity
The President underscored the importance of translating peace and development into tangible wealth for every household.He championed government programs designed to empower citizens and foster economic independence.
Key initiatives include:
* Parish Development Model (PDM): Aimed at bringing financial inclusion and development to the grassroots level.
* Presidential Skilling Hubs: Providing vocational training and equipping individuals with marketable skills.
The success story of Ms. Bena Apolot, a graduate of the soroti Presidential Skilling hub who launched a thriving hairdressing business with a modest UGX 300,000 investment, exemplifies the potential of these programs.
Political Endorsement & Local Appeals
During the visit, President Museveni formally endorsed NRM candidates for upcoming elections, handing over party flags to aspiring Members of Parliament, LC V chairpersons, councillors, and other party representatives.
Ms. Christine Apolot, the NRM spokesperson for Kumi District, expressed gratitude for the President’s leadership and commitment to restoring peace and security in the region. She also articulated specific needs, requesting:
* Construction of primary schools in the remaining 70 parishes.
* Establishment of secondary schools in seven sub-counties.
* Expansion of existing general hospitals.
* Improved road equipment and increased security personnel.
