Health Advocates condemn Trump Governance’s Sharing of Medicaid Data with ICE, Citing Public Health & Legal Risks

A Hazardous Precedent with Far-Reaching Consequences
The concerns extend beyond the immediate impact on individuals. Experts warn that weaponizing healthcare data for immigration enforcement undermines decades of established legal and ethical precedent, specifically violating the sanctity of the doctor-patient relationship and protections afforded under the Health Insurance Portability and Accountability Act (HIPAA).”The Trump Administration aims to weaponize records of cancer treatment, heart attacks, and children’s broken arms to accelerate its mass deportation agenda and further spread fear,” explained Kiran Savage-Sangwan, Executive Director of the California Pan-Ethnic Health Network. “We call on the courts to act swiftly to stop this unprecedented and dangerous violation of law.”
Dr. Seciah aquino, Executive Director of the Latino coalition for a Healthy California, emphasized the betrayal of trust this represents. ”Undocumented individuals have long relied on the promise of confidential healthcare access as a human right. The federal government has now shattered that trust,continuing a disgraceful pattern of targeting individuals with deep community ties and no criminal history.”
Linda Nguy, Associate Director of Policy Advocacy at the Western Center on Law and poverty, highlighted the broader systemic risks. “Using confidential Medi-Cal data for immigration enforcement is a opposed act designed to stop Californians from accessing the care they need.It also undermines the safety of our entire healthcare system, jeopardizing the lives and health of everyone, especially low-income individuals and families.”
The Health4All Campaign: A History of Expanding Access, Now Under Threat
This latest development comes as a direct threat to the progress made by the Health4All Campaign, a coalition of immigrant rights activists, healthcare advocates, and community members working since 2013 to expand healthcare access to all Californians, regardless of immigration status. The campaign has successfully removed unjust barriers to Medi-Cal eligibility, bringing over 1 million californians into the program. This data sharing agreement directly contradicts the campaign’s core mission and jeopardizes the gains achieved.
“This action flies in the face of decades of precedent and will ultimately lead to costly care down the line – making our entire system less safe and less effective,” stated a representative from the Health4All Coalition. “We demand that this dangerous policy be rescinded instantly, and we call on all elected officials and health leaders to condemn and resist this misuse of vital health data.”
