Several newly built homes in Nacka are empty. Now the municipality is warning that almost 10,000 fewer homes will be built until 2040. A halving compared to last year’s forecast.

Postponed construction starts

The trend is noticeable throughout the country and in several places in the municipality.

Nacka municipality’s latest forecast shows that housing construction here will be halved between 2024 and 2040 compared to last year’s forecast. A reduction of almost 10,000 homes.

Wallenstam, who builds rental apartments in several places in Nacka, admits that times are challenging.

“We do a careful analysis before each construction start and in some cases planned construction starts have been postponed, but we hope to be able to start construction on a few more tenancy projects during the year,” writes Wallenstam’s communications director Elisabeth Vansvik in an email to Mitt i.

But the company continues to build on the first block around the new Älta center of 191 rental apartments, but also the 169 rental properties in Nacka Grace in Central Nacka.

“These projects are proceeding according to plan and leasing will start in the spring,” she writes.

In the first block in the new Älta center, Wallenstam is building 191 apartments and around 5,000 square meters. A total of around 950 homes will be built.

Reduced prices

In Ältadalen, Ikano is waiting to build more townhouses. At the same time, the four future buyers of a brf terraced house will receive a SEK 250,000 discount. Only five of 23 townhouses between 109 and 122 square meters are booked.

Next door, Bonava has completed its last stage, the Syrenen block, and lowered the prices of the villas by at least SEK 1 million, 9 out of 22 villas are still unsold.

At Sicklavallen, where 200 homes are planned, Bonava was close to dropping out, but received a 20 percent discount – equivalent to SEK 110 million – from the municipality.

What are the financial consequences for the municipality?

– If we get fewer residents, we get less tax revenue. On the other hand, we get fewer children who need preschool and school. So it’s a zero sum game. But it is important to plan correctly so that we do not end up with empty premises in the wrong place.

He says that schools may need to be converted into nursing homes.

– We continue to grow very strongly in the ages 65-plus and 80-plus, our need will increase a lot in home care, elderly care and partially LSS. While we stand more still in preschool and primary school. We may have to re-plan and do puzzles on the local side – if possible. Sometimes it works and sometimes it doesn’t.

Municipal councilor Mats Gerdau (M) sees the slower pace of construction as a major problem.

– We get the money back, but three to five years later. There will be increased interest costs for the municipality during those years. We get to borrow that money instead. SEK 333 million is really a lot of money, but the municipality made a surplus of SEK 550 million last year to put it in relation to something.

What does that mean in a time when it’s still tough financially?

– We get to discuss with the other parties in the subway agreement. When you see that it so strongly affects regions and municipalities such as the city of Stockholm, Solna and Järfälla.

Housing gives money back

SEK 333 million that Nacka has lent for the subway construction will be repaid in proportion to how many homes the municipality builds at the subway stations on Sicklaön:

In 2030, SEK 165.5 million will be paid back if Nacka has built 8,200 homes.

In 2035, an additional SEK 100 million will be paid back if Nacka has built 11,300 homes.

In 2040, an additional SEK 66.5 million will be paid back if Nacka has built 13,500 new homes.

In 2040, all SEK 333 million will be paid back, regardless of how many homes have been built.
