Mission 300: Accelerating energy Access for 600 Million Africans – A New Era of Collaboration & Investment
A landmark initiative, Mission 300, is gaining momentum with the launch of its second cohort of energy compacts, promising to dramatically accelerate electricity access across the African continent. Currently, a staggering 600 million Africans – representing 83% of the global population without electricity – live in the dark. Mission 300, a collaborative effort spearheaded by the World Bank Group and the African Progress Bank Group, aims to halve this number, ushering in a new era of economic growth, social development, and improved quality of life.
Expanding the Reach: Cohort 2 & Building on Initial Success
Today marks a significant step forward with 17 new nations joining the initiative,collectively known as ”cohort 2.” These countries – Benin, botswana, Burundi, Cameroon, Comoros, the Republic of the Congo, Ethiopia, Gambia, ghana, Guinea, Kenya, Lesotho, Mozambique, Namibia, São Tomé and Principe, Sierra leone, and Togo - have each launched their own tailored energy compacts, outlining specific plans for expanding electricity access.
This expansion builds upon the success of the initial twelve countries who unveiled their compacts in January 2025 at a high-level summit in Dar es Salaam, Tanzania. That summit, attended by 48 national delegations including 21 Heads of State and Government, signaled a powerful commitment to addressing Africa’s energy deficit.
Concrete Progress & Measurable Impact
The initial compacts have already yielded tangible results. According to World Bank Group President Ajay Banga, the first batch identified over 400 crucial policy actions focused on strengthening utilities, streamlining regulations, reducing energy losses, and fostering a more attractive business environment for energy investment.
“The progress is measurable,” Banga emphasized.”Thanks to M300, 30 million people are already connected to electricity in partnership with the African Development Bank and others. And a pipeline is in place to reach over 100 million more, with projects moving through procurement, financing, and construction.”
A Unified Vision: The African Development Bank’s Commitment
Dr.Sidi Ould Tah, the newly appointed President of the African Development Bank Group, reaffirmed the Bank’s unwavering commitment to Mission 300, aligning it directly with the institution’s core vision. his presidency will focus on four key pillars: mobilizing resources at scale, reforming Africa’s financial architecture, leveraging the continent’s demographic dividend, and delivering resilient infrastructure - all of which are intrinsically linked to expanding energy access.

He highlighted the unique strength of M300: “bringing together, for the first time, a diverse range of partners – including the private sector and philanthropies – to bridge Africa’s energy access gap.”
unlocking New funding & Innovative solutions
This collaborative spirit is attracting significant investment. Acumen, a leading global non-profit, recently announced the financial close of its $250 million Hardest-to-Reach Fund, established in partnership with Mission 300. This fund will deliver off-grid solar solutions – including lighting and electricity connections – to 70 million low-income Africans across 16 countries, focusing on those most difficult to reach with conventional grid infrastructure.
Ambitious Goals & Shared Responsibility
Mission 300’s overarching goal is ambitious: to cut the number of Africans without electricity by half. The World Bank Group has committed to delivering access to 250 million people, while the African Development Bank Group will target 50 million.
This effort is supported by a robust coalition of partners, including UN Lasting Energy for All (SEforAll), the Rockefeller Foundation, and Global energy Alliance for People and Planet (GEAPP). Furthermore, multilateral development banks and development finance institutions have collectively pledged over $6 billion in financing, including contributions from the Agence Française de Développement, Asia Infrastructure Investment Bank, Islamic Development Bank, and the OPEC Fund.
