The holiday season, traditionally a time for joy and togetherness, often brings heightened stress and vulnerability for those experiencing domestic violence. Across the contry, refuges are reporting a surge in demand, reaching a critical point where capacity is stretched to its absolute limit. This isn’t a new trend, but experts warn it’s becoming increasingly commonplace, particularly as financial pressures mount.
A System Under Strain
Shine Refuges, a leading provider of support for individuals and families escaping domestic violence, is facing an unprecedented situation. According to Hendricks, a spokesperson for the organization, they are now at a point where they may have to turn peopel away.
“we’ve got one bed and the email that went out to our after-hours staff is, if somebody comes in, you’re going to have to put them into the hotel and we’re going to have to say to our lines we’re actually full up at the moment,” Hendricks explained. While arrangements with hotels and motels provide a temporary solution, the associated costs are a meaningful burden on the refuge’s limited resources.
This strain isn’t isolated. Many refuges are experiencing similar high demand, making it arduous to find alternative placements. The situation is expected to worsen throughout december, a period already known for a spike in cases.

The increase in demand isn’t happening in a vacuum. A confluence of factors is driving more people to seek refuge, including:

Her experience illustrates the insidious nature of abuse, frequently enough starting with seemingly harmless behaviors that gradually escalate into control and violence. What began as kindness – carrying groceries, cooking meals – morphed into possessiveness, then furniture breaking, and ultimately, physical assault.
“Before we got married, [he] would be so kind… but even then, he could suddenly become violent – breaking the furniture and smashing my phone,” Hannah recalled. “Afterwards, he’d persuade me it wouldn’t happen again… and I would beleive him.”
The control tightened over time, isolating her from friends and family, even dictating when her children could use the bathroom.The turning point came when her ex-husband began strangling her in front of their young daughter.
“I thought that I was going to die,” she said. “My baby daughter was right there.”
That night,Hannah made the courageous decision to leave. She waited for him to fall asleep, packed her children’s belongings, and called emergency services.

The police connected Hannah and her children with Shine Refuge, where she received extensive support. This included:
