FireGuard: The National Guard’s Satellite System Revolutionizing Wildfire Response - and Why It’s Not Always Utilized
Wildfires are an increasingly devastating reality across the American West, demanding constant innovation in detection, prediction, and response. For years, a powerful, yet frequently enough underutilized, tool has been quietly operating from the skies: FireGuard, a program run by the California and Colorado National Guard that leverages Department of Defense satellites to provide near real-time wildfire intelligence. While lauded by many agencies as a game-changer for early detection and situational awareness, a recent examination reveals a fragmented landscape of adoption and a critical need for pre-planning to maximize its effectiveness.
How FireGuard Works: 24/7 Persistent Coverage
FireGuard isn’t about boots on the ground; it’s about eyes in the sky. Utilizing unclassified data from DoD satellites, the program delivers crucial information to firefighting networks on approximately 15-minute intervals. Dedicated intelligence specialists analyze the data, mapping active fire hotspots with a resolution of roughly 400 meters. This persistent, 24/7 coverage provides a notable advantage, particularly during periods when customary aerial reconnaissance – helicopters and fixed-wing aircraft - are grounded due to weather conditions or logistical constraints.
“It’s dramatically improved our fire spread prediction,” explains Chris SeLegue,a CalFire official. “What FireGuard gives us is 24/7, persistent coverage.” This capability is particularly valuable for “early detection and ongoing assessment,” allowing incident commanders to make informed decisions about resource allocation and evacuation strategies.
Widespread Adoption, But Not Global
CalFire, along with numerous cooperative jurisdictions including unincorporated areas of San Diego and Riverside counties, has been a consistent user of FireGuard data. The times’ investigation confirmed that fire departments in Ventura, San Bernardino, Orange, Kern, and Santa Clara counties, and also the Angeles national Forest, have also integrated FireGuard into their operations for years. The primary applications cited are early fire detection and enhanced situational awareness.
However, adoption isn’t universal. Fire departments in Santa Barbara and Alameda counties, as well as the San Francisco Fire Department, reported not utilizing the FireGuard system. Perhaps most concerning, the Los Angeles Fire Department – the lead agency responding to the Palisades fire and responsible for fires within the city – declined to answer questions regarding their use of, or access to, FireGuard data.
The Eaton Fire: A Case Study in Disconnect
The Eaton Fire incident highlights a critical disconnect. Despite CalFire and the angeles National Forest utilizing FireGuard during the fire and participating in unified command with L.A. County, the county fire agency was reportedly unaware of the tool’s availability. According to Olivia, a representative from L.A. County Fire, “the county fire agency was ‘not aware that it was an available tool that could accurately track a fire’s progression and no other agencies that responded to the Eaton fire … shared any Fireguard data with us.'” This lack of communication and awareness underscores a significant challenge in interagency wildfire response.
FireGuard as Part of a Larger Toolkit
Agencies that do utilize fireguard consistently describe it as a valuable component of a broader suite of fire technology. It’s not a silver bullet, but rather “one small tool in the toolbox,” as Andrew Dowd, a spokesperson for the Ventura County Fire Department, puts it.
Erin Opliger, a special projects leader with the San Bernardino County Fire Department, emphasizes its utility in specific scenarios. “On certain fires, when I’m not getting anything else, I have definitely used it. It does show [a fire’s] general spread.”
Suzann Leininger, with CalFire-San Diego County, clarifies that while FireGuard maps don’t provide precise fire perimeters, they offer valuable insights into fire progression, particularly when aerial reconnaissance is unfeasible due to adverse weather conditions.
The Critical Need for Pre-Planning and Integration
The effectiveness of FireGuard isn’t solely dependent on its technological capabilities.According to experts like UC Berkeley’s dr. gollner, triumphant implementation hinges on robust pre-planning and integration into existing incident command systems.
“A lot of the planning has to be done before the fire ever started,” Gollner explains. “There needs to be a process, because there’s a lot of radio traffic, a lot of things [going on] and you’re already in an intense situation. It’s great to have new data, but you also have to be skilled at how to use it, and to make that plan in advance.”
