The Ivorian government has formally outlined its ambition to establish Côte d’Ivoire as an African hub for land tenure security, a strategic initiative aimed at driving sustainable economic growth, boosting productive investments, and fostering social cohesion. Bruno Nabagné Koné, Minister of Agriculture, Rural Development, and Production Foodstuffs, announced the national objective during the official launch event in Abidjan, setting the stage for a major gathering scheduled for later this year.
According to official statements reported by Xinhua, the strategy centers on accelerating critical structural reforms within the nation’s land administration systems. These measures include scaling up the national land digitization agenda, mobilizing targeted financial backing, converting existing land certificates into land titles, and expanding equitable land access for women and youth. Minister Koné emphasized that land tenure security constitutes an essential lever for productive investments, job creation, and sustainable development.
To advance these strategic objectives, Abidjan will host the first edition of the Abidjan Land Days—known as les Journées foncières d’Abidjan (JFA)—from October 5 to October 7, 2026. The upcoming summit is projected to convene a diverse array of stakeholders, including public administration officials, land operators, private sector representatives, technical and financial partners, experts, researchers, and civil society organizations. Participants are set to travel from 14 different countries spanning Africa, the Americas, and Asia to collaborate on land management frameworks.
Strategic Reforms and Continental Ambitions
The push to position Côte d’Ivoire as a reference platform for land security addresses challenges in land administration. By accelerating the transition from land certificates to land titles, the Ministry of Agriculture aims to support productive investment.
“La Côte d’Ivoire veut s’imposer comme une plateforme de référence sur les questions foncières en Afrique,” Minister Koné stated during the launch, underlining the country’s determination to lead in implementing land governance protocols.
Program Highlights for the Abidjan Land Days
The first JFA event will feature several core platforms tailored to policymakers, investors, and technical experts. Key activities scheduled for the October 2026 conference include:
- A dedicated Land Exhibition (Salon du foncier).
- A high-level roundtable discussion bringing together ministers responsible for land.
- A specialized donors’ conference dedicated to the financing of reforms.
- A series of thematic conferences focusing on digitalization, agricultural modernization, and innovative land management solutions.
