This is how VAT revenues changed

Rafał Mundry posted a table presenting VAT revenues in individual months. In January 2023 year, VAT revenues were lower by 21.4%. compared to January 2022, which could be considered a significant drop in income. February showed the opposite tendency – with VAT revenues higher by 19.8%. compared to the same period in 2022. In March 2023 saw a significant increase in income by 40.8%. compared to March last year.

April also showed an increase in income by 22.2%. In May In 2023, we could observe a slight decrease – by 2.0%. compared to May 2022. In June income increased by 25%, in July it did not change, in August it increased by 10.2%. In September, October and November VAT revenues continued to grow by 9.0, 12.5 and 31.9 percent.

Mentioned above December 2023 this is a clear decrease – by 35.6%. compared to December 2022

“The Ministry of Finance returns VAT within 60/40 days. If it returns it sooner, it will have less left. But in the next month it will have more,” the economist writes in his commentary, suggesting that the state benefits from this type of “manipulation”.

What about the budget?

On Friday, the Ministry of Finance published new data. The budget deficit after 2023 amounted to PLN 85,565.6 million – according to ministry estimates. After November, the deficit amounted to PLN 42.64 billion. In the period January-December 2023, revenues amounted to PLN 574,121.5 million and expenses amounted to PLN 659,687.1 million.

According to the announcement of the Ministry of Finance, in 2023 state budget revenues amounted to PLN 574.1 billion and were higher by PLN 69.3 billion (i.e. 13.7%) compared to 2022.

Tax revenues of the state budget amounted to PLN 506.9 billion and were higher than in 2022 by approximately PLN 41.4 billion (i.e. 8.9%), including:

  • VAT revenues amounted to PLN 244.3 billion and were higher by approximately PLN 13.9 billion (i.e. 6.0%) compared to 2022;
  • excise tax revenues amounted to PLN 84.8 billion and were higher by approximately PLN 5.0 billion (i.e. 6.3%) compared to 2022;
  • income from personal income tax amounted to PLN 91.7 billion and was higher by approximately PLN 23.6 billion (i.e. 34.6%) compared to 2022;
  • income from corporate income tax amounted to PLN 67.9 billion and were lower by approximately PLN 2.3 billion (i.e. 3.2%) compared to 2022.

In 2023, the realization of non-tax revenues amounted to PLN 63.8 billion and was higher by approximately PLN 27.0 billion (i.e. 73.4%) compared to the realization in 2022.

Budget for 2023 – much higher revenues

Much higher non-tax revenues in 2023 compared to 2022 result mainly from payments from the auction of greenhouse gas emission allowances. In 2022, the revenues obtained from the sale of emission allowances through auctions were transferred to the COVID-19 Countermeasure Fund pursuant to the provisions of the Act of June 12, 2015 on the greenhouse gas emission allowance trading system,” the Ministry of Finance wrote in its press release.

The Ministry of Finance announced that execution of state budget expenditure in 2023 amounted to PLN 659.7 billion, i.e. 95.1%. plan, at the same time it was higher by approximately PLN 142.3 billion (i.e. by 27.5%) compared to the same period last year (in 2022, PLN 517.4 billion, i.e. 99.1% of the plan).

“W 2023 r. highest expenses was recorded in the following parts of the state budget: Social Security – in the amount of PLN 105.4 billion, i.e. 96.4 percent plan; General subsidies for local government units – in the amount of PLN 99.7 billion, i.e. 100.0 percent. plan; National defence – in the amount of PLN 97.1 billion, i.e. 100.0 percent plan; State Treasury debt servicing – in the amount of PLN 61.7 billion, i.e. 99.5 percent plan – in the budget amendment the plan was reduced from PLN 66 billion to PLN 62 billion; Voivodes’ budgets – in the amount of PLN 43.4 billion, i.e. 97.5 percent plan,” it was written.

The Ministry of Finance indicated that the highest savings compared to the plan for 2023 in the total amount of approximately PLN 33.7 billion was recorded in the scope of: Specific reserves – PLN 18.7 billion, Social Insurance Institution – PLN 4.0 billion, European Union own funds – PLN 2.8 billion, Agriculture and rural development – PLN 1.6 billion, Voivodes’ budgets – 1, PLN 1 billion, Chancellery of the Prime Minister – PLN 1.0 billion.

According to the ministry’s data, in 2023 the payment of funds to the COVID-19 Counteracting Fund amounted to PLN 5.0 billion.
