Alarming state of National Roads

The MROR concept presented to partners at Motel Anosy, yesterday and today.

Madagascar’s roads continue to deteriorate, and a new project is launched to keep them in good condition.

According to the Madagascar Road Agency (ARM), the road situation in Madagascar is alarming. Good roads are disappearing, with subsidence, national highways dotted with completely broken roads, broken bridges, puddles in the middle of the road, and tarmac roads transformed into muddy paths punctuated by giant potholes.

According to the Strategic and Programming document of the Ministry of Public Works, only 11% of roads are considered to be in good condition, 64% in poor condition and 25% in average condition. The ARM admits that these statistics result from the lack of maintenance of the networks. These findings were drawn up during the workshop to present the concept of Road Markets with Obligation of Results (MROR) which was held at the Motel Anosy.

MROR is a contract that involves purchasing a certain level of service instead of a set amount of work, unlike previous practices where companies simply carried out the work. With this new concept, objectives are set in terms of standards. The company awarded the project must commit to maintaining the initial condition of the road, at least for 3 years, as specified by Maminiaina Rambolamanana, MROR project manager at ARM. The objective is to ensure that the physical condition of the roads meets the needs of users throughout the duration of these markets.

The MROR does not apply to roads or road networks in too poor condition, requiring too much initial upgrading work. It is implemented for roads that have just been rehabilitated or after periodic maintenance.

The pilot project will be launched on several roads, including RNS9: Toliara – Analamisampy (109 km), RNS44: Moramanga – Amboasary (60 km), RNS65: Rocade d’Iarivo and Pénétrante Urbaine (13 km), RNS43: Soavinandriana – Faratsiho (51.6 km) and the RNS43: Faratsiho – Sambaina (43.8 km), as well as on dirt roads. The Secretary General of the Ministry of Public Works stressed that maintenance work on RN2, RN7 and RN4 will soon begin and will also be included in this project. Financing for the application of MROR markets in Madagascar is provided by the World Bank.
