The Challenge: Modernizing Policing in a Digital World
Traditionally, equipping 10,000 officers with mobile technology presented significant hurdles. Maintaining security, managing applications, and ensuring consistent updates across a large fleet of devices felt like a constant battle. We needed a solution that was robust, secure, and, crucially, manageable for our IT teams.The existing methods were simply too slow and complex to keep pace with the demands of modern policing.
Android enterprise: A Secure Foundation for public Safety
We implemented the Terminais Portáteis de Dados (TPD) – dedicated, fully managed Android devices – as the cornerstone of our mobile strategy. Android Enterprise provided the centralized device and app management we desperately needed. This wasn’t just about convenience; it was about security.
Thru Urmobo’s Mobile Device management (MDM) platform, powered by android Enterprise, we can remotely deploy essential applications like Google Maps to all 10,000 TPDs from our São Paulo headquarters – often in a matter of minutes. The streamlined deployment process, leveraging Zero-Touch enrollment, combined with Android’s consistent and timely security updates, ensures our officers are always equipped with the most secure and up-to-date tools available. This proactive approach to security is paramount in protecting sensitive data and maintaining public trust.
Beyond Core Functions: Officer-Driven Innovation
The success of the TPD program quickly exceeded our initial expectations. Our officers, cozy and proficient with the Android platform, began proactively identifying opportunities to leverage its features to improve their work and better serve the public. this organic innovation led us to explore the potential of Android’s built-in security features, specifically Android Remote Lock.
São Paulo, particularly during large public events like Carnaval, sees a significant influx of visitors. Unluckily, this also leads to an increase in reported phone thefts. Previously, our officers could only offer to file a police report for victims. Recognizing Brazil’s high Android adoption rate, we realized we could do more – empower our officers to directly help citizens secure their personal data and prevent its misuse.
Partnering with Google to Combat Phone theft
We collaborated with the android Enterprise team in São Paulo, who expertly guided us on leveraging Remote Lock across our entire TPD fleet. This collaboration was critical, given the prevalence of Android devices in Brazil. The solution is simple yet powerful:
* Rapid Device Locking: when alerted to a device theft, officers can access the Android Find hub web page via their TPD. By entering the victim’s phone number, they can instantly lock the device, preventing unauthorized access to personal facts.
* Location Tracking (with Permission): With the victim’s consent, officers can log into their account using Find Hub’s guest mode on the TPD to initiate location tracking. This allows us to report movement via GPS and potentially recover the device, leading to arrests and a greater sense of security for the victim.
Real-World Impact & Community Response
Since implementing Remote Lock in June 2025,PMESP officers have utilized the feature over 5,000 times. The feedback from both our officers and the citizens we serve has been overwhelmingly positive.
