You contradict yourself: checking locally on the device whether the iPhone is in the EU is fine. Send reply to Apple server: not fine.

So Apple knows WHERE the iPhone, i.e. the user, is? What is local about that in your eyes?

In addition, our own Dutch regulations state that you can only consider yourself no longer registered in the Netherlands after 8 months.

So where does Apple get those 30 days? During my service I was at sea for a year and as a foreign consultant I was abroad for 3 to 8 months.

Apart from that, I probably won’t use a third party store: so will Apple leave this check alone or will they still update my device location?

I think that is a very unclear and possible exit iOS issue. This is an unacceptable logging level, because to what extent will the location function be secure enough that it cannot be hacked or used by malicious parties?

I already thought something of the fact that an iPhone that is turned off provides location information – but this is extremely unclear for privacy-oriented Apple and especially unfriendly in my opinion.

I really DO NOT understand what people are afraid of because on Android those third party stores have almost no control over the end users and the software builders that the customers from the play store need.

I don’t have huge figures or sources for that, but ask any Android user which store they use and guess that 9/10 will say PlayStore.
