The Berlin Senate Chancellery is now providing all Berlin administrative authorities with AI-powered software designed too automatically translate texts into plain language and Easy Language (Leichte Sprache). This initiative aims to make government services more accessible and understandable to a wider audience, including individuals with learning difficulties or those who are not native German speakers.
What is Plain Language and Easy Language?
Plain Language focuses on simplifying complex administrative texts by avoiding jargon and using clear, concise wording. The goal is to ensure that information is easily understood by the general public.
Easy Language goes a step further, specifically designed for individuals with cognitive impairments or learning disabilities. It adheres to strict guidelines, including:
- Short, simple sentences
- A clear and logical structure
- The exclusive use of basic vocabulary (A1-A2 level according to the Common European framework of Reference for Languages)
How the Software Works
The software allows authorities to translate texts into both plain language and Easy Language with a single click. This streamlines the process of creating accessible content for websites and official correspondence. According to the Berlin Senate Department for Digitalization and Administrative Modernization, the tool is intended to make administrative processes more obvious and reduce barriers between citizens and government agencies.
Implementation and Evaluation
The software is available to Berlin’s administrative authorities for an initial period of three years, free of charge. The Senate chancellery will continuously analyze and evaluate the software’s effectiveness to determine its long-term value.
