Police Digital Service to be Integrated into New National Policing System
The Police Digital Service (PDS), currently a privately owned company funded by the Home Office, is set to be integrated into the new National Policing System (NPS).The move, outlined in a recent Home Office whitepaper, aims to streamline digital services and improve efficiency across UK policing. However, key details regarding PDS’s future status, funding model, and the timeline for integration remain unclear.
The Home Office has not yet clarified whether PDS will retain its privately owned status onc integrated into the NPS.Concerns also exist regarding the length of the integration process, which will require new legislation. The government has stated it intends to introduce the necessary legislative changes “as soon as parliamentary time allows,” but a specific timeframe has not been provided.
PDS has been involved in planning its integration into a national policing entity for some time. A PDS spokesperson stated the plans “align with its mission to deliver digital services that support policing and keep the public safe” and committed to a “smooth transition of its responsibilities.” They added, “We look forward to working closely with the Home Office and policing partners to ensure a smooth transition and to leverage technology in building a more clear, efficient and community-focused policing model.”
Low Morale and Uncertainty at PDS
Staff morale at PDS has reportedly been low due to uncertainty surrounding the institution’s future following the Home Office’s policing reforms. The PDS spokesperson affirmed the organization’s commitment to keeping stakeholders informed throughout the transition and maintaining its focus on “continuity and innovation.”
The PDS has faced important challenges in recent years, including the arrest of two employees in July 2024 on suspicion of bribery, fraud, and misconduct in public office (Computer Weekly, 2024). this led to the resignation of then-CEO Ian Bell (Computer Weekly, 2024).
As then, PDS has undergone a leadership reshuffle, with several interim appointments and the departure of three senior executives, including a director, in January 2026 (Computer weekly, 2026). Computer Weekly also reported that PDS is facing at least two employment tribunals in 2026, with former employees alleging harassment, sexual discrimination, and unfair constructive dismissal.
According to TechMarketView’s Georgie Peters, the whitepaper lacks detail on PDS’s future structure within the NPS. Though,she anticipates operational impacts due to the Police Efficiency and Collaboration Programme’s goal of achieving £354 million in savings by 2028-29. “This may mean significant restructuring with functions being absorbed and redistributed across the new structure, but to what extent depends on implementation decisions that have not been made public yet,” peters said.
