A quiet neighborhood was shattered by tragedy on December 26th, when a neighbor’s alleged reckless gunfire resulted in the death of Sandra Phelps, a woman described by her family and community as a pillar of strength and joy. Authorities have charged Larry Adams with first-degree manslaughter in connection with the incident, which unfolded in a shocking display of disregard for human life.
A Day of Reckless Disregard
Investigators responding to reports of gunfire discovered a disturbing scene at Adams’ property. Court documents reveal Adams had been target practicing, repeatedly firing multiple rounds at a Red Bull can. Neighbors reported hearing between five and seven shots fired over several minutes, escalating to approximately 20 rounds later in the afternoon.

A Beloved Figure Lost
Sandra Phelps, 73, was a cherished member of the community, known affectionately as “Nanny” by the neighborhood children. Her family describes her as a vibrant and loving woman who embraced life with fearless enthusiasm. She was a cancer survivor and an active participant in Relay for Life, demonstrating her unwavering spirit.
“This neighborhood used to be filled with kids and every one of them called her ‘Nanny,'” her granddaughter shared, highlighting the profound impact Phelps had on those around her. another granddaughter, Amanda Winslett, emphasized the family’s desire to remember Phelps for who she truly was: “We just want her to be remembered for who she was. She was a wonderful, loving person and she will always be with us.”
Phelps’ adventurous spirit was legendary within her family. She readily joined her grandchildren in any activity, even getting a tattoo alongside them. Her family finds solace in knowing she is now reunited with her husband of over 50 years. ”Yes. We know 100 per cent she is with Papa,” they stated.
The Investigation and Charges
When questioned by deputies, Adams reportedly became visibly upset and began to cry upon learning his gunfire was suspected of causing Phelps’ death. He allegedly admitted to shooting towards the ground, claiming nothing behind his property could stop the bullets. Though, investigators determined the line of fire directly endangered those beyond his property line.
Adams has been charged with first-degree manslaughter, accused of acting with a “conscious disregard for the safety of others.” He was initially released on a $100,000 bond with a strict order to have no contact with the victim’s family.
