Democratic Senator Elizabeth Warren has pressed Department of Health and Human Services Secretary Robert F. Kennedy ABC News.
The parasitic gastrointestinal illness has resulted in two deaths and at least 740 hospitalizations nationwide, far exceeding typical annual totals that generally hover around 3,000 cases. In her letter to HHS leadership, Warren questioned whether political favoritism and administrative missteps contributed to delays in warning the public about tainted food supplies, noting that Taylor Farms made donations to political organizations aligned with President Trump last year.
“I write regarding the administration’s calamitous response to the biggest outbreak of cyclosporiasis in U.S. history, and the extent to which the outbreak and botched response may be the result of incompetence and corruption,” Warren wrote in the document, as reported by ABC News. “As Secretary of the Department of Health and Human Services (HHS), you are responsible for overseeing the federal government’s response to this outbreak. Yet, the administration’s handling of this crisis has been marred by missteps that raise serious questions about its decision-making.”
Tracing the Outbreak to Recalled Lettuce
Federal food safety investigators have traced almost 10,000 of the recorded infections to recalled iceberg lettuce produced by Taylor Farms and distributed across 17 states. Taylor Farms announced a voluntary recall of the affected lettuce on July 17, and Taylor Fresh Foods subsequently suspended production from that distributor.
Federal Election Commission records cited in congressional inquiries show that Taylor Fresh Foods, Inc., the parent company of Taylor Farms, contributed $1 million in March 2025 to MAGA Inc., a political action committee aligned with Trump. According to Warren’s letter, a Wall Street Journal report highlights that representatives for Taylor Farms reached out to the White House to request additional time and evidence before federal authorities officially linked the business to the outbreak.
A source familiar with the situation told ABC News that the FDA contacted Taylor Farms on July 14 to request a call, but the company indicated it was unavailable until July 15. Based on data from that very same informant, the business failed to satisfy the FDA’s mandatory 24-hour window for confirming whether it would pursue a voluntary remedy.
Corporate Defenses and Federal Counter-Responses
Representatives for Taylor Fresh Foods strongly rejected any suggestion that political donations influenced regulatory oversight. A company spokesperson emphasized that the organization acts in the interest of science and consumer health, not politics.
“We categorically reject suggestions that we attempted to receive or received favorable regulatory treatment due to political contributions or other improper influence. Any such allegations are false,” a spokesperson for Taylor Fresh Foods stated to ABC News, adding that the company is a pioneer and industry leader in traceability and has already implemented traceback protocols across its operations ahead of the compliance deadline.
Public scrutiny has also focused on the communication timeline managed by federal agencies compared to private corporations. Warren asserted in her correspondence that Taco Bell, where some of the tainted lettuce was traced, “provided earlier and seemingly clearer guidance to consumers than the Food and Drug Administration (FDA), CDC, and other federal food safety agencies.”
When questioned on July 21 regarding whether the federal government had the outbreak under control, HHS Secretary Robert F. Kennedy Jr. defended the administration’s actions. “We do have the outbreak under control,” Kennedy stated, according to ABC News. “We have an extensive forensics, epidemiological forensics, and we’ve identified the source of the outbreak. We and the companies that are involved have implemented a recall.”

Department of Health and Human Services officials have not yet provided a detailed public response to the specific inquiries outlined in the congressional correspondence. Federal regulators and public health agencies continue to monitor infection rates across the 47 affected states.
