The Ministry of Finance sent a memorandum to the General Secretariat of the Government requesting the mandate of state representatives to distribute as dividends 90% of the profits recorded by state companies, the state estimating that it will collect almost 8 billion lei this year, a document shows obtained by Economedia. Although the collection of dividends from state-owned companies is a common practice, the Ministry of Finance still requested that the memorandum be included on the agenda of the next Government meeting, under the “Confidential” section. It is not clear why such a memorandum is confidential. Economedia has requested a point of view from the Ministry of Finance and we will publish it as soon as we receive it.

The memorandum regarding the collection of dividends and the request that the memorandum be confidential are signed by Liliana Anghel, Secretary General in the Ministry of Finance.

Anghel was previously deputy director in the ministry of European Funds when it was headed by the current Minister of Finance, Marcel Boloș. She was also an employee of the Romanian Intelligence Service (SRI), according to her wealth declaration.

The Ministry of Finance states that by the State Budget Law for the year 2024, revenues from dividends and payments to the state budget were foreseen in the amount of 7.9 billion lei, representing at least 90% of the net profit made in 2023 by national companies, national companies and companies with full or majority state capital, as well as autonomous governments.

However, the Government agreed that some companies should distribute shares of less than 90% of the net profit achieved in 2022. These companies were Nuclearelectrica, Romgaz, Transgaz and Transelectrica. Thus, they distributed a share of 50% of the realized net profit of 2022 in the form of dividends, in the amount of 2.048 billion lei, resulting in a deficit of 1.258 billion lei out of the amount of 9.7 billion lei.
