Barrot also expressed concern over the increasing risk of nuclear proliferation, citing the weakening of arms control agreements and the impending expiration of the New START treaty.
The New START treaty, the last remaining bilateral nuclear arms control agreement between the United States and Russia, is set to expire on February 5th.
