Ukraine Seeks Canadian Investment in Defense Production, Despite ongoing Conflict
Canada is being urged to deepen its economic ties with Ukraine, extending beyond financial aid to include joint defense production. “Ukraine is ready to develop joint production of defence matériel with our partners, including Canada,” Plakhotniuk testified. This signals a clear desire for collaborative manufacturing, not just purchasing finished goods.

Plakhotniuk emphasized the importance of seizing opportunities now. “Certainly, we understand the current risk of doing business in Ukraine,” he stated.”My message to all our friends in Canada here is we should use each and every chance to start business in Ukraine.” He suggested starting with projects in neighboring countries as a stepping stone.
“My major message is not to wait (until) we have postwar reconstruction efforts,” Plakhotniuk added. “We need your presence now. We need your good advice, and we need capacity-building and many other things.”
Canada’s Current Engagement – and its Limitations
Currently, a small team of Canadian public servants in Kyiv, alongside trade officials in poland, are working to identify economic opportunities for canadian firms. however, progress has been slow.
According to Global Affairs Canada’s spokesperson,Stéphane Lévêque,the appetite for Canadian businesses to invest in Ukraine remains limited. This hesitancy stems from legitimate concerns regarding both physical safety and investment risk.
“Given the risk that exists, both to their physical safety and to their investments, a lot of these business arrangements are outside the country,” Lévêque explained.
Despite these challenges, the Canadian government is actively promoting ukrainian recovery through participation in reconstruction fairs. They are also leveraging resources like Export Progress Canada and the Canadian Commercial Corporation to facilitate trade, particularly in the military sector and between governments.
