Butambala District: A Transformation Underway - Empowering Communities and Building a Brighter Future
Butambala District, Uganda, is experiencing a period of notable positive change, driven by strategic government investment and a clear focus on grassroots advancement. Recent reports highlight a remarkable transformation across key sectors – women’s empowerment, wealth creation, education, health, and crucially, access to clean water - painting a picture of a community steadily building a more prosperous and enduring future.
During a recent address, Butambala District Chairperson Mr. Mugarura expressed deep gratitude to President Museveni for prioritizing teh needs of ordinary Ugandans through impactful programs like the Parish Development Model (PDM) and Emyooga. These initiatives, he emphasized, are not just providing financial assistance, but are fundamentally restoring hope to households previously marginalized from the formal economy. It’s a testament to the power of targeted interventions when they directly address the challenges faced by those at the local level.
A Growing and Engaged Community
the district, home to 146,516 residents according to the 2024 census, is administratively structured around seven sub-counties and town councils, encompassing 25 parishes and 141 villages. This administrative framework is mirroring a growing civic engagement, evidenced by a substantial increase in registered voters – now totaling 66,932, a rise of 11,119 as 2021. The expansion of polling stations from 123 to 169 further underscores this burgeoning participation in the democratic process.This isn’t simply about numbers; it’s about a community actively taking ownership of its future.
Fueling Wealth Creation: PDM and Emyooga in Action
The impact of the Parish Development Model (PDM) is especially noteworthy. All 25 parishes within Butambala have received a combined Shs8.9 billion through the PDM, with an remarkable 86.2% – Shs7.46 billion – already disbursed to 7,461 beneficiary households. This direct financial injection is empowering individuals to start and expand businesses, fostering economic independence and resilience.
Complementing the PDM, the Emyooga initiative is also gaining traction. Currently, 18 Emyooga Savings and Credit Cooperative Organizations (SACCOs) operate within the district, boasting a membership of 8,116 individuals. These SACCOs have collectively received Shs780 million in government funding, providing access to affordable credit and fostering a culture of savings and entrepreneurship. The synergy between these two programs is creating a powerful engine for wealth creation at the grassroots level.
Investing in Human capital: Education and Healthcare
Recognizing that a thriving economy requires a skilled and healthy population, Butambala District is also making significant strides in education and healthcare. the district currently supports 68 government primary schools, educating 24,284 pupils, and 12 government secondary schools, serving 9,607 students. Nine of these secondary schools offer Universal Secondary Education and Universal post-O Level Education, providing access to quality education for 6,110 learners.
While access to education is expanding, challenges remain. Three parishes currently lack a government primary school, and one sub-county is without a government secondary school. Though, proactive steps are being taken to address these gaps, with the ongoing construction of two new seed secondary schools poised to ensure that every sub-county has access to secondary education upon completion.
In the health sector, Butambala is ensuring basic access with one hospital and six Health Centre IIIs, guaranteeing that each sub-county has at least one public health facility. This foundational infrastructure is critical for preventative care and addressing the health needs of the community.
Water Access: A Cornerstone of Development
Perhaps one of the most significant achievements in Butambala District is the dramatic betterment in access to safe water. Currently, 123 out of 141 rural villages - 87.2% – now have access to clean water sources. This is a direct result of strategic investments in water infrastructure, including the completed Gombe-Kyabadaza Townships Piped Water Supply and Sanitation System, which benefits over 55,000 people.Additional systems in Ngando, Kibibi, Bulo, kirokola, and Kabasanda are further expanding coverage.
