Specifically for Tororo, the President announced government funding for the crucial Tororo- nagongela- Kisoko- Busulwe- Busaba road. Ongoing work on the Busia-Tororo road will further enhance connectivity.
These road projects are vital for supporting agricultural production, facilitating trade, and improving access to markets - cornerstones of the NRM’s economic strategy.
Healthcare Enhancements: expanding Access to Quality Care
A sweeping upgrade of the healthcare sector in Tororo District is planned. This includes:
* Elevation of Health Centre IIIs: Malaba, Lyolwa, and Paaya HCIIIs will be upgraded to HCIV status, offering a wider range of services.
* Upgrading of HCII Facilities: Nineteen HCII facilities across the district will receive upgrades.
These improvements aim to eliminate the gaps in healthcare access, ensuring that all 16 sub-counties currently without government health centers have access to essential medical services.
Addressing Barriers to Education: the Fight Against school Fees
President Museveni strongly criticized the continued practice of charging school fees in government-funded schools. He recognized this as a significant barrier to education, despite considerable investments in school infrastructure.
He called for internal discussions within the NRM to explore the full implementation of free education, acknowledging that many children are forced to drop out of school due to financial constraints. “School fees are a danger.The future of these children is being destroyed,” he stated.

The President underscored that Uganda’s progress is directly linked to the peace and stability established under NRM leadership.This peace has created a foundation for development and wealth creation, principles that will remain central to the 2026-2031 manifesto.
