According to one of the interlocutors of the publication, the persons holding official positions in the administrations of the annexed territories have recently perceived their work there “as being on duty”.

“At first [2022 m.] many still thought they could stay there: the war would end and the money would flow there in rivers.

This is not the case now – the war dragged on, people locked themselves in their chairs. Even working in a permanent workplace is perceived as displacement.

As soon as there is an opportunity – they go back,” he said.

April 26 it became known about the dismissal of Alexander Kostomarov, the first deputy head of the administration of the self-governing DNR Governor Denis Pushilin.

AP sources identified the official as “local Sergei Kiriyenka,” who is overseeing the Kremlin’s domestic policy.

“DNR” Kostomarov was responsible for organizing the “referendum” on joining Russia and the “elections” that followed, and before that he worked in similar positions in the Ulyanovsk and Lipetsk regions, as well as in the Moscow region.

According to one of Kostomarov’s acquaintances, the latter decided to work in Donbass in order to later get the post of governor in one of the Russian regions.

According to him, from the beginning, the united activist did not intend to stay in “DLR”, and after the presidential election, he managed to reach an agreement with AP on the end of his stay in the self-proclaimed republic.

However, Kostomarov cannot hope for a high post in Russia yet.

His acquaintance said that this year the Kremlin does not plan to make serious personnel changes in the corps of governors, so the career of the official who tried to get promoted while working in the occupied territories has been put on hold.

Serhijus Tolmačiov, the vice-governor of the occupied part of the Zaporozhye region, will leave the post after A. Kostomarov, two AP sources reported.

Previously, he held a similar position in the annexed Sevastopol and led the campaigns of “United Russia” and its candidates in the regions of Russia.

According to one of the interlocutors, unlike A. Kostomarov, S. Tolmachiov did not object to eventually becoming the governor of one of the annexed territories, but decided to resign when he realized that the post of head of the Zaporozhye region was not available to him, so that he could try to get a similar post in Russia.

This was confirmed by a source in the “United Russia” party. It is planned that the occupied region will be headed by the former vice-governor of the Chelyabinsk region and former senator Irina Gecht, who on April 27. led the local “government”

Tolmachev, like Kostomarov, will not get a high post in Russia.

According to the Kremlin’s plan, he will be responsible for forming teams of technologists of the AP political bloc that will work on regional elections. “According to the government’s plan, Tolmačiov should join the ranks of the so-called IMa and other major market participants,” the source explained to AP.

Meanwhile, the Kremlin continues to offer officers vacancies in the Donbass, trying to convince them that it is a good career advancement, equivalent to participating in combat operations.
