In the third and final reading, the lower house of the Russian parliament adopted on Monday the proposed amendments to the law, which prohibit persons classified as foreign agents from being candidates, proxies of candidates or observers at any level in elections.

Pursuant to the amendments adopted in several different laws, the aspirant may not be included in the register of foreign agents until he submits the documents necessary to declare him a candidate or register a list of candidates. One of the amended laws outright prohibits “foreign agents” from holding elected office.

The norms currently in force do not limit the passive right of “foreign agents” to vote, but they are prohibited from holding appointed positions in public authorities, civil servants, and election commissions.

The new norms also stipulate that a candidate already registered at any level in the elections cannot be added to the register of foreign agents. At the same time, the authority of foreign agents holding positions in public authorities will expire before the deadline if they do not delete their names from the list of agents within 180 days from the entry into force of the law.

Pursuant to the amendments, those included in the register of foreign agents and persons involved in the activities of extremist or terrorist organizations cannot be election observers at any level, nor can they be proxies of candidates. Persons classified in the latter category may also not be voting members of election committees. The same restriction will also apply to those who have been held administratively responsible for using extremist symbols.

The amendments also establish stricter requirements for international observers participating in the elections.

Russia will next hold elections in September. Then it will be possible to vote on 19 governorships, as well as 13 regional parliaments, as well as the mandates of many local self-government bodies and councils, and a by-election will also be held for the lower house of the federal parliament.
