360 Romanians registered to make extra money legally, without an employment contract, from household activities, in the first week after the launch of the IT platform that facilitates this- tichete.anofm.ro, shows the data sent to HotNews.ro by the Ministry of Labour. More than 100 people are between the ages of 40 and 50, and purchasing goods with home delivery is among their favorite household activities.

Anyone who is at least 16 years old and wants to make extra money, legally, without an employment contract, regardless of whether they are unemployed or employed, can register in the IT platform tichete.anofm.ro to choose from a list of 34 household activities, including walking the dogs, doing the shopping, or washing the cars.

480 beneficiaries and 360 domestic workers enrolled in the IT platform in the first week

Platforma IT it became functional on April 23and until April 30, 480 household beneficiaries and 360 household providers were registered in the system, according to the data received from ANOFM, the Ministry of Labor informed HotNews.ro on Tuesday, May 7.

The database is dynamic, with information being updated in real time, the Ministry says.

What are the ages of those registered as domestic workers, what cities are they from and what activities do they want to do

Most people registered as household providers are between 40 and 50 years old (101 people), between 30-40 years old (77 people) and between 50-55 years old (51 people).

Regarding the location declared by the people who registered as household providers, most people are from Bucharest, Ploiesti, Craiova, Bragadiru, Brașov, Constanța, Piatra Neamț and Timișoara.

According to the Ministry of Labour, the most domestic activities for which domestic providers have offered their availability are:

  • Making purchases;
  • House cleaning/sanitization;
  • Feeding and/or caring for pets;
  • Arranging and serving the meal;
  • Walking dogs or other pets.

“Until now, the domestic activities provided have been those of food preparation and 124 tickets have been purchased, of which 102 are electronic and 22 on paper,” stated the Ministry of Labor.

How domestic workers can cash in domestic activity vouchers

The domestic activity vouchers can be exchanged for money at the headquarters of any employment agency, based on the identity document, or by payment order/transfer to the bank account indicated by the domestic provider through the electronic platform where it must be registered , emphasizes the Ministry of Labour.

Domestic activities vouchers can be exchanged for money by the domestic provider within a maximum of 12 months from the date of their receipt by the domestic provider, respectively the date written on the voucher.

When exchanging vouchers, income tax and state social insurance contributions are withheld, the basis of calculation being 50% of the nominal value of the household activities voucher.

Vouchers are not transferable, cannot be used for the purchase of other goods and services and can only be used by the household provider whose data is filled in on them.

The value of household activity vouchers lost, damaged or not exchanged within 12 months of receipt, is not settled to the household provider.

How the IT platform for managing household activities works

The electronic platform intended for beneficiaries and providers of domestic activities introduces a new concept on the labor market, namely the purchase of vouchers with which people who perform occasional activities in the household can be remunerated.

Vouchers carry social security and health benefits. Thus, the workers benefit from settled medical services, their contributions being capitalized in the pension as well.

Another functionality of the platform is that it facilitates the interaction between the beneficiary and the household provider.

Beneficiaries can post in the “Marketplace” section the services they are looking for personally, and the providers the services they can offer, thus ensuring the mediation between demand and supply in terms of carrying out household activities.

The platform accessible on tichete.anofm.ro can be used by workers (providers), household beneficiaries and employers and represents a form of support for underemployed people who are not insured in the state social insurance system.

For each of the mentioned categories (providers, beneficiaries or employers) the platform provides a user guide of the platform:

“The advantage of enrolling in the platform and providing services based on vouchers is the fact that domestic workers benefit from pension and health insurance provided they exchange at least 85 vouchers for domestic activities, i.e. 1,275 lei/month,” he says Ministry of Labour.

Of the 15 lei value of a ticket, 3 lei represent the contributions necessary for the provider to benefit from pension and health insurance, without the need for an employment contract between the parties.

The agreement concluded between the provider and the household beneficiary in order to provide the activities, although the written form is not mandatory, will establish:

  • activities and number of hours or workload;
  • the fact that the domestic service provider is paid with vouchers for domestic activities;
  • the daily workload, which cannot exceed 12 hours for an adult and 6 hours for providers between the ages of 16-18.

Any person who has turned 16 and who wants to have or supplement their income by providing, occasionally, unskilled domestic activities, can register as a domestic worker, whether they are unemployed, retired, pupil, student or employee.

Employers who sign up to the platform can purchase and distribute vouchers for activities to their employees, turning them into beneficiaries of services offered by domestic providers.

Domestic activities vouchers can be granted in the form of a premium or bonus, specifying the name, first name and personal numerical code of the employee who can use the domestic activities voucher, these data being written on the voucher.

Upon purchasing at least 600 vouchers in one year, employers and beneficiaries can receive 75 vouchers for free in the following year.

The digital ticket management platform for domestic workers enables the digital execution of all transactions related to tickets (purchase, recording of working hours), the recording of details regarding the activity of domestic workers (number of hours, type of domestic activity performed), as well as the interoperability of databases of data from several institutions.

At least 20,000 domestic workers should be on the IT platform by the end of this year – PNRR target

One of the targets assumed by Romania in the PNRR for the fourth quarter of this year is that, in the electronic platform for recording the performance of household activities, there should be at least 20,000 household providers previously registered as unemployed or inactive who provide household activities in exchange for activity vouchers housewives and at least 10,000 household beneficiaries for whose benefit household activities are carried out within the voucher system.

This is also the reason why the Government has expanded the list of household activities that can be done in this system to a number of 34 activities.

The operationalization of the platform also represents the achievement of milestone 397 of the National Recovery and Resilience Plan.
