EU Prioritizes France-Spain Energy Link too Bolster European Grid Security
The European Union is pushing for increased energy connectivity between France and Spain, aiming to fortify power supplies across the bloc. This initiative follows a significant power outage that impacted the Iberian Peninsula earlier this year, highlighting vulnerabilities in the current infrastructure.
For years, Spain and Portugal have expressed concerns that France has been hesitant to invest in infrastructure improvements. These upgrades are vital for seamlessly integrating the Iberian Peninsula with the broader European grid.
“Sometimes France has been somewhat reluctant to have more interconnections,” noted EU Commissioner for Energy, Dan Jorgensen. The EU Commission unveiled plans Wednesday to streamline permitting processes and coordinate the progress of cross-border grid projects. These are considered essential for a successful green energy transition and for mitigating the high energy costs impacting both businesses and households.
Key Projects in the EU’s “Energy Highways” Plan
The Commission has identified eight priority projects, with two new interconnections across the pyrenees between France and Spain taking the lead. Other crucial initiatives include:
* A Portugal-Germany Hydrogen Corridor: Facilitating the transport of clean hydrogen energy.
* Baltic States Grid revamp: Modernizing electricity connections to enhance regional stability.
These interconnections are not merely about capacity; they are fundamental to energy security. They allow countries to import and export energy as needed, creating a more resilient and responsive system.
vice president for the Clean transition, Teresa Ribera, emphasized the importance of these exchanges.”The more connected we are, the more possibilities we have to react” to energy shocks.
Addressing the Iberian Peninsula’s Energy Isolation
Currently, the Iberian Peninsula functions somewhat as an “energy island.” Limited connections to France were partially blamed for the slow recovery following a widespread blackout in April. Improved infrastructure will alleviate this isolation and enhance the region’s ability to contribute to – and benefit from – the wider European energy market.

Lowering Energy Costs Through Integration
Beyond security, enhanced connectivity promises to drive down energy prices. Diversifying supply sources and reducing reliance on volatile fossil fuels like oil and gas are key to achieving this.
Consider these figures: in 2024, industrial electricity prices in the EU reached €0.199 per kWh, significantly higher than China (€0.082) and the US (€0.075).
According to Neil Makaroff, director at Strategic Perspectives, a think tank, “No energy security can be achieved in Europe if electricity is not able to flow freely across the continent.” Building robust, integrated grids is a prerequisite for powering the EU economy with electricity, rather than gas and oil.
