Governor-Elect Spanberger Signals Bold Shift in Virginia Policy, Prioritizes Affordability & Fiscal Duty
Virginia is on the cusp of a meaningful policy shift as Governor-Elect Abigail spanberger prepares to take office. In a recent interview with News4, Spanberger outlined a clear agenda focused on affordability, responsible fiscal management, and a return to stability for key state institutions, signaling a distinct departure from the policies of her predecessor, Glenn Youngkin. This transition comes at a crucial time for the Commonwealth, facing a tightening budget and a need for unified leadership.
Reasserting State Control & Addressing University Governance
Spanberger wasted no time in demonstrating her intent to reshape the state’s direction. Even before inauguration, she moved to address concerns surrounding the University of Virginia and George Mason university, stemming from actions taken by the previous administration that led to the resignation of UVA’s president. She’s requested the UVA Board of Visitors pause its presidential search until her own appointees are seated, a move designed to depoliticize the institutions and restore stability.
“To pull us back from this time where the university boards have become kind of a bit of a lightning rod and politicized,” Spanberger explained, emphasizing her commitment to restoring these vital educational resources to their core mission.
Rolling Back Predecessor’s Policies: Immigration & transgender Student Rights

Notably, she intends to rescind an order deputizing Virginia State Police officers to assist Immigration and Customs Enforcement (ICE). Spanberger firmly stated her administration will not utilize state resources for federal immigration enforcement.
“It’s utilizing those resources, both in terms of people and local dollars, to do the administrative actions of the federal government,” she said, clarifying her position. However,she underscored that state police will continue to collaborate with federal authorities on legitimate criminal investigations involving warrants.
Another area of immediate change will be the controversial policy regarding transgender students. Spanberger acknowledged the division created by the previous administration’s “model policy” and pledged a comprehensive review.
“Any time policies specific to the health and safety of kids in their schools becomes a lightning rod is a time for us to revisit how we are addressing those policies,” she stated, adding that any revisions will be undertaken “methodically and thoughtfully.” This signals a move towards policies that prioritize the well-being and inclusivity of all students.
Affordability as the Cornerstone: Housing, Utilities & data Centers
While addressing immediate concerns, Spanberger made it clear that her primary focus will be affordability – the keystone issue of her campaign. With Democrats controlling the General Assembly, she has a unique opportunity to enact meaningful change.
Her plan centers on tackling the rising cost of living across multiple fronts. Regarding housing, she aims to empower local governments to preserve existing affordable housing stock, preventing its acquisition by investors who often raise rents.
“Ensuring that localities that recognize the real importance of keeping that federally backed affordable housing available, giving them the first right of refusal to ensure that the opportunity to keep affordable housing affordable housing,” she explained.
Spanberger also highlighted the need to address escalating utility costs, especially in light of the growing presence of data centers in Virginia. She believes these large-scale energy consumers should contribute their “fair share” of energy costs.

“So, what I would say to Virginians is that we are moving into a time where we will be in a more tough fiscal space,” she warned. She acknowledged that tough choices lie ahead, but reiterated her commitment to balancing the budget, maintaining Virginia’s AAA bond rating, and continuing to invest in essential services like health, education, and public safety.
“Ultimately, my message to Virginia voters is I have priorities,” she emphasized. “they include balance our budget, which is constitutionally required, keep our AAA bond rating, and make investments in the health and the education and the safety of our Virginia communities.”
