Investigation into Misappropriation of Regional Funds in Caltanissetta, Sicily
An investigation led by the Mobile Squad of Caltanissetta and the Central Operational Service (SCO) of Rome has uncovered alleged corruption and fraud surrounding regional funding allocated for events in the Sicilian city of Caltanissetta. The probe centers on approximately €98,000 in regional funds, of which only €20,000 was reportedly spent as intended.
The preliminary investigation, as persistent by the investigating judge (GIP), focuses on charges of improper corruption for the exercise of official duties – specifically, a public official receiving undue money or benefits for performing their functions.
At the heart of the inquiry is the association Genteemergente, linked to the Tricoli family. Investigators allege that a local Member of Parliament, Giuseppe Mancuso, provided crucial support to secure public funding for the association. The funding, inserted into a maneuver approved by the Regional Assembly in August 2024, was intended for tourism-related events. Though, the prosecution claims the funds were divided amongst those involved, with Mancuso allegedly receiving a €12,000 bribe. A previous review by the court returned the funds as there was no immediate risk of them being concealed during the proceedings.
The investigation also scrutinizes the costs associated with a concert by the Vasco Rossi tribute band, “sballi ravvicinati dal terzo tipo” (“Close Encounters of the Third Kind,” referencing a Vasco Rossi song), which was part of the 2024 “Settembre Nisseno” (Nisseno September) event calendar before being postponed due to inclement weather. Authorities suspect inflated costs were submitted for expenses including artistic direction, equipment, and stage setup. Ernesto Trapanese, a presenter and showman, introduced the event, while Carlo Rizioli is the band’s vocalist.
Eugenio Bonaffini, who oversaw stage management and security for the event, is also under investigation for fraud. He is currently the only individual involved for whom a precautionary measure was not requested.
