The 16th edition of the European Economic Congress will begin on Tuesday in Katowice, with Prime Minister Donald Tusk and the head of the European Commission Ursula von der Leyen as special guests.. The leading topics of the Congress will be transformation and security.

“Tomorrow’s meeting of the Council of Ministers is unusual, because it will be held in Katowice. And here are the drafts of two important bills: – on energy vouchers; – Electronic communications law,” wrote Maciej Berek on Monday on the X platform.

The government will meet in the building of the Silesian Voivodeship Office, and the meeting will start at 12.

The ministers will deal with, among others: the draft act on the energy voucher, according to which the maximum price of electricity in the second half of 2024 is to be PLN 500 per MWh for households and PLN 693 per MWh for local government units, public utility entities and small and medium-sized enterprises. Currently, the maximum energy price for households is PLN 412 net – excluding VAT and excise duty – per 1 MWh for consumers who do not exceed the designated limits.

The project will also enable electricity sellers to apply a discount on their bills in 2024 in settlements with customers in the event of economical energy consumption.

The proposed regulations introduce an energy voucher for at-risk customers, the so-called energy poverty. You will be able to receive the voucher after meeting the income criterion, and its amount will vary depending on the number of people in the household. This will be a cash benefit for households whose income does not exceed PLN 2,500 per person in a single-person household or PLN 1,700 per person in a multi-person household. In the case of a single-person household, the voucher will amount to PLN 300; in a household consisting of 2 to 3 people – PLN 400; in a household consisting of 4 to 5 people – PLN 500; in a household consisting of at least 6 people – PLN 600.

The government will also consider the draft Electronic Communications Law (PKE), which will replace the Telecommunications Law. The project implements the European Electronic Communications Code and defines the rights and obligations of regulatory authorities, entrepreneurs and end users.
