March 31 is D-Day. More than 70,000 state worker contracts expire and it is the deadline established by Javier Milei to carry out a second wave of layoffs. “Tuesday or Wednesday of next week will be decisive,” the Association of State Workers (ATE) warns. The unions assure that those responsible for different organizations leaked that the order to reduce the temporary plant of the National Public Administration (APN) by between 20 and 30 percent was lowered. The Government responds that, at the moment, there is no accurate data. In advance of the announcements, Armando Guibert, the official in charge of the “purification” of the State, presented his resignation, and while the President boasts about the layoffs, workers at the Casa Rosada declared themselves in a “state of alert and mobilization.” .

Anguish is growing in national public agencies. Every day, telegrams of dismissals arrive with increasing frequency; and it is known that next week they will intensify because 65 thousand employment relationships of those called Article 9 of the APN end, and another 6 thousand of those known as 1,109. These are precarious workers, whose contracts were extended for three months on December 31, and who are in suspense awaiting a definition.

“The dismissal of thousands of state employees is imminent. We have to deepen our fighting plan and define forceful measures that allow us to avoid a scenario of massive layoffs at the end of the month,” said the general secretary of ATE, Rodolfo Aguiar, who called a meeting of the National Council of the union for tomorrow at 10. The objective of the meeting is to urgently call for a general strike. “Times are accelerating and we cannot wait until April,” he added. The leader estimates that as a result of the long weekend, notifications will be sent between Tuesday the 26th and Wednesday the 27th. “Rights are being eradicated, jobs are being destroyed and the income of workers, retirees and popular sectors is being demolished. The power plants workers should consider anticipating their call for a new national strike,” Aguiar concluded.

Under this scenario, the Government is preparing to implement the second wave of mass layoffs. The first began in the first days of management. Two weeks before the presidential inauguration, the Government announced that it would end some 7,000 contracts signed in 2023 and that it would carry out an “exhaustive” survey of the State plant. That last task was led by Armando Giubert, Secretary of State Transformation, who presented his “indeclinable” resignation last Monday after the scandal over the President’s salary increase.

The first layoffs took effect on January 2, when 1,500 public employees arrived at their jobs and were notified that they had been fired. Then progress was made with cuts in PAMI, 165 layoffs in the National Disability Agency, more than 200 in AYSA, 50 in ENACOM, 50 in Conicet, 26 in the Secretariat of Human Rights, 170 in Incaa, among many others. ; and the announcements of the closure of Telam (700 employees), Inadi (400 employees) and the Institute of Family Agriculture (900 employees), which were not operationalized.

In the Ministry of Human Capital, the portfolio that according to Milei was always going to have its wallet open, The 59 Reference Centers that the Secretariat of Children and Family had throughout the country were closed. The cut involved ending the contracts of about 600 employees. In the former Ministry of Labor, now converted into a secretariat, they denounce that there is an intention to reduce 30 percent of the plant. “There are no fiscal or budgetary reasons to proceed with the layoffs. There is a political decision to put it in the hands of business associations and favor the profits of concentrated economic groups,” its workers maintain.

In the run-up to the new wave, a supposed “instruction” for mass layoffs circulated on social media. Whatsapp messages with a conduct manual, which recommended to those responsible for the different areas how to execute layoffs. For example, communicate them “verbally” and avoid discontinuing the contracts of pregnant women or union leaders. At Casa Rosada, they point out that “those conditions do not exist” and that each agency is carrying out an “efficiency” evaluation and that it will be the parameter to decide who will continue or not in their functions.

The number of layoffs is still unknown. “We have fired 50 thousand public employees, that is a chainsaw. We canceled 10,000 contracts, that’s a chainsaw,” Milei proudly exclaimed last week. It is another figure that the President throws around in the air and is not consistent with reality. In the unions they deny that this is the volume of layoffs, although They maintain that it is possible that this is the goal intended by the Government.

While Milei boasts about the fierce adjustment, his employees at Casa Rosada are up in arms: they denounce layoffs and the “impoverishment” of their salaries, as a result of the elimination of overtime. “The officials earn millions and they leave us with poverty salaries,” they complained yesterday. “We are not caste, we are proud workers of the Presidency and that pride transforms fear into organization and resistance,” she concluded.

While the protest was going on, the president was stationed in his office. Far from listening to the complaint, he continued thinking about the dismantling of the State.
