Inspector Pro discovered such a network that operates in an original way, both in Bucharest and in the country. Fake landlords rent homes for a few days from online platforms and then illegally sublet them for a few months. Whoever falls into their net remains without money and without a home.

There are more and more scams when renting homes, especially since this real estate segment has escaped the hands of the authorities. So scammers slip in easily. The team from the PRO Inspector followed the footsteps of a chain in Constanța that rents apartments as a hotel, for a day or two. And then they sublease them long-term, without the network members owning them.

The person negotiating on behalf of the criminal group is a young woman. After collecting hundreds of euros for rent and security, she disappears with the money.

Reporter: Did you just come from Constanța?

Scam: “Yes. I came specifically to give the apartment.”

The victims find out that they have been cheated only after they move into the apartments and find themselves at the door with the real owner. Who rightly knows that the tourists have left.

Damaged: “I asked, I say, don’t be upset, who are you? We are the owners of the apartment… Are you welcome? Well, and the lady I gave the rent to, who is she? I rented them as a hotel”.

Raluca Elena Roșioru is the real name of the cheating woman. In front of customers, however, he always presents himself with a false identity! Dozens of people, from several cities in the country, have fallen into his net so far.

Reporter: What did the owner do? Did he kick you out?

Damaged: “I had nothing to do, believe me. I left crying. A friend of my husband gave us his studio apartment”.

The Pro Inspector team found out that another young woman slept on the job until she managed to raise money again to rent an apartment. And a couple, coming from abroad, spent the night in the car, because the home was already given to someone else.

Damaged: “We woke up with this couple at the door, wondering who we were and what we were looking for in their apartment.”

Reporter: Did she rent the same apartment to two families?

Damaged: “Yes, yes, within 2 hours. He had asked them for 3,200 lei. They were with luggage, with everything behind them”.

The talent with which Raluca Elena Roșioru acts has no limits. This educator from Constanța claims that after she was cheated of money for an apartment, the swindler even stole her identity. And she continued to trick people, using her personal data.

Damaged: “I sent him a picture of the bill, to make the rental contract. That amount was, so to speak, the least harm he could do to me. I received a lot of threatening messages.”

Damaged: “I made a contract that she wrote, with the data from the bulletin and later I found out that it was not her bulletin. It belonged to another damaged person. The contract stayed with me. Likewise, one thing seemed strange to me that she didn’t want a copy of the contract, she didn’t want anything at all”.

The woman moved her criminal activity, after she tricked dozens of people in Constanța and some of them filed criminal complaints with the Police. Thus, she started posting ads with apartments for rent in Galați and Bucharest. We also found one of them. I played the role of a client and filmed her with the hidden camera, in an apartment in the capital.

The woman came accompanied by several men, a sign that she is not acting alone. If we were real customers, the clumsy way he behaved should have raised our suspicions immediately.

First mistake! He changed the address of the apartment, compared to the one he communicated to us on the phone. Initially, he told us that the apartment is on Rozelor street, on the first floor. Now he called us to Tineretului street.

Second mistake! The pictures do not correspond to the house where we met either. He immediately found an excuse.

Scam: “It’s different from what I saw in the pictures, that’s for sure! He put my cousin on the other side. So, he made a balmy talmes…”

Reporter: How much would the rent be?

Scam: “350 with all utilities”.

So, the price is also suspicious! In the area, the rent can really be 350 euros per month. But beware, no utilities included!

We were convinced of the scam, after searching for the apartment on several online platforms. I found it for rent as a hotel and by no means on a long-term basis, as the young woman claimed. I called the real owner. A man answered us. The man assured us that it is not cost-effective for him to rent his home long-term.

I asked Raluca Elena Roșioru for a point of view. Let’s see what drives her to deceive people. I called her several times and also texted her. He didn’t answer and blocked our phone number.

Several injured parties have filed criminal complaints with the Constanța Police since last year.

Reporter: So far, have the police summoned you for questioning?

Damaged: “Not. She, since I filed a complaint until now, has cheated a lot of people.”

loss: “I don’t understand what they are waiting for. She still does this. Nothing, nothing stops her. They have all her data.”

We asked for an official point of view and wanted to ask the head of IPJ Constanța, commissioner Dumitru Bîltag, why the investigators did nothing to stop this crime. He told us that the spokesperson would call us. The deputy chief agent, Olimpia Ceară, only informed us that the file is under investigation.

Unfortunately, in Romania there is no control over those who post rental ads on online platforms. So you need to choose your real estate partner carefully. According to official data, less than 15 percent of rents are registered with ANAF.
