“TikTok claims to have guardrails in place to make children and young people safe on its platform, yet we’ve discovered that moments after creating an account, they serve kids pornographic content,” stated Henry Peck, Campaign Strategy Lead for Digital Threats at Global Witness. “This was a huge shock to us as investigators - we can only imagine how shocking it must be to a child or their parents.”

As Mr. Sellien pointed out, the platform seems to prioritize engagement above all else. “The main metric seems to be ‘how can we get people to engage more and stay longer,’ rather than thinking about how can we build meaningful safeguarding tools.”

While TikTok acknowledged the initial concerns raised by Global Witness in January 2025 and claimed to have removed some problematic search recommendations, follow-up testing revealed the issue persists. The company stated they’ve taken action on over 90 pieces of content and are reviewing youth safety strategies.
However, crucially, TikTok did not address the core issue highlighted in the investigation: the algorithm’s tendency to suggest pornographic content to new users, even those in restricted mode. this silence is particularly alarming.
