The war in Ukraine has reached a critical juncture. While Russia continues to suffer setbacks, President Putin shows no genuine inclination toward meaningful negotiation. He appears to believe time is on his side, and that Western resolve will eventually falter.To break this dangerous stalemate and compel Russia to accept realistic peace terms,a shift in strategy is urgently needed – one that combines increased pressure with a clear signal of unwavering support for Ukraine.
Understanding Putin’s Calculus
Putin’s current approach isn’t driven by strategic ambition, but by a desire to avoid acknowledging failure. He’s unlikely to make the necesary compromises for a just peace as long as he believes he can incrementally achieve his objectives, or simply bleed Ukraine and the West dry. Thus, the core task isn’t to appease him, but to fundamentally alter his calculations. He must realize that continued aggression will only bring further pain and isolation.
Strengthening ukraine’s Position
The recent €90 billion aid package from the European Union is a vital step, demonstrating a long-term commitment to Kyiv’s stability. The United States must match this commitment with its own robust and sustained support. Here’s how:
* Surge Military Assistance: focus on providing Ukraine with the tools it needs to not only defend its territory, but also to credibly threaten Russian forces. This includes bolstering air defense systems and providing long-range strike capabilities.
* Financing options: Much of this assistance can be financed through European contributions,easing the burden on U.S. taxpayers.
* Winter Endurance: Equipping Ukraine to endure the coming winter is paramount.Continued military aid will help Ukraine maintain its defensive posture and inflict costs on Russia during a traditionally difficult period for offensives.
Turning the Screws: Economic pressure
Military aid alone isn’t enough. We must intensify economic pressure on the Kremlin, targeting its revenue streams and limiting its ability to fund the war.
* Enforce Existing Sanctions: the Treasury department needs to rigorously enforce existing sanctions targeting russia’s top oil companies.
* Expand Sanctions Scope: Target unsanctioned Russian oil suppliers, and also the entities, vessels, and infrastructure facilitating oil exports.
* End the Price Cap: Replace the current biden-era price cap on Russian oil with a full ban on providing shipping or financial services for those exports. This will significantly reduce Russia’s oil revenue.
