U.S. Approves $105 Million Patriot Missile System Sustainment Package for Ukraine
(November 19, 2025) – In a significant boost to Ukraine’s air defense capabilities, the U.S. State Department has authorized a potential sale of Patriot air defense system sustainment and upgrades to Ukraine, valued at up to $105 million. The Defense Security Cooperation Agency (DSCA) formally notified Congress of the approval on tuesday, underscoring continued U.S. commitment to supporting Ukraine against ongoing Russian aggression.
the DSCA, the agency responsible for U.S. foreign military sales, emphasized that this sale is designed to bolster ukraine’s ability to defend its military and civilian infrastructure from missile and drone attacks. the agency affirmed the sale will not negatively impact U.S. defense readiness or alter the regional military balance. Prime contractors for this deal will be RTX Corp. of Arlington,Virginia,and lockheed Martin of Bethesda,Maryland.

The proposed sale includes upgrades to existing M901 launchers to the more advanced M903 configuration. This upgrade allows for the deployment of PAC-3 missiles and other Patriot variants, including the PAC-3 MSE, which boasts improved targeting software and enhanced intercept capabilities. The package also encompasses essential support elements, including prescribed load lists, authorized stockage lists, spare parts, training, and logistical support.
President Zelenskyy has publicly stated Ukraine’s desire for a total of 25 patriot systems, acknowledging the significant financial investment required. He has also proposed a collaborative approach with European partners,suggesting a system of lending and exchange to bridge the gap while new systems are manufactured.
