The United States Navy’s proposed fleet of nuclear-powered surface combatants, informally dubbed the “clase Trump,” faces an estimated price tag of $275 mil millones, according to a report released by the Congressional Budget Office (CBO). The ambitious naval expansion plan calls for the acquisition of 15 massive warships between 2028 and 2056, each displacing roughly 35,000 tons. As Washington weighs the strategic necessity of heavily armed surface vessels, the Congressional Budget Office report highlights profound questions regarding astronomical costs, shipbuilder capacity, and the vulnerability of large platforms in modern maritime warfare.
According to the CBO assessment, each nuclear-powered warship will cost upwards of $18.000 millones, placing the vessels in the same financial tier as the Navy’s premier Gerald R. Ford-class carriers, which currently stand as the most expensive naval ships ever built. The staggering expense is projected to drive the Navy’s total acquisition budget for surface combatants—including destroyers and frigates—up by more than two thirds, surging from $11.000 millones in 2025 to $18.000 millones by 2027.
The administration initially announced the concept in December, with the president asserting that the ships would feature high-end missiles, hypersonic weapons, electromagnetic railguns, cruise missiles, and sophisticated laser systems. Later clarifications from naval officials indicated that the vessels would also carry nuclear-armed cruise missiles, making them the most heavily armed platforms in the U.S. arsenal outside of ballistic missile submarines. The CBO projects that the very first hull of the class will carry an initial price tag of US$23.400 millones, with subsequent ships stabilizing around 18,000 millones each. This represents a substantial escalation from earlier estimated figures of $ 15.100 millones for a lead ship and $ 10.200 millones for follow-on vessels, though the original figures evaluated conventional propulsion rather than the nuclear architecture ultimately selected.
Industrial Capacity and Yard Constraints
Beyond the raw financial expenditure, the CBO report warns that American shipyards may lack the physical capacity and workforce readiness required to construct the vessels. The proposed warships will span more than three and a half times the size of the Arleigh Burke-class guided-missile destroyers that presently anchor U.S. surface combatant construction. According to the congressional watchdog, the Navy’s plan would more than double the total tonnage of large surface combatants that domestic shipyards must produce by 2035, placing an unprecedented strain on an already fragile defense industrial base.
The American shipbuilding sector has long grappled with chronic delays and significant cost overruns. Testifying before Congress in 2025, then-Secretary of the Navy John Phelan described the status of naval construction programs by stating, “All our programs are a disaster,” while noting that the service’s premier shipbuilding program was running six months behind schedule with a 57 % cost overrun. The two primary builders of surface warships—Bath Iron Works in Maine and Ingalls Shipbuilding in Mississippi—are currently experiencing delays averaging five years on Arleigh Burke-class destroyers. Furthermore, neither yard possesses the specialized infrastructure required to build nuclear-powered vessels.
Navy officials have suggested that final assembly could take place at Newport News Shipbuilding in Virginia, a facility traditionally dedicated to aircraft carriers and select submarines. However, the CBO cautions that routing the new warships through Newport News risks exacerbating existing bottlenecks across active programs. Designing and building an entirely new class of nuclear surface combatants from the ground up introduces a steep learning curve, with historical precedent showing that naval flagship programs routinely exceed initial budget projections and construction timelines.
Strategic Debates Over Vulnerability and Cost
Even if industrial hurdles are successfully cleared, military analysts and strategists continue to debate whether investing heavily in large, crewed surface platforms represents sound defense policy in an era defined by rapid technological change. The rise of inexpensive unmanned aerial drones, advanced underwater torpedoes, hypersonic missiles, and offensive cyber capabilities has transformed the risk calculus of modern naval combat.
Retired Admiral James Stavridis raised these concerns in a January opinion piece published by Bloomberg, writing, “Does it make sense to place so much expensive weaponry and so many sailors on a single potentially vulnerable platform?” Stavridis added that given the prevalence of drone swarms, stealth submarines, and advanced missile systems, “it doesn’t make much sense to put all your eggs in a few large baskets.”
