Russian forces are maintaining a “high tempo of operations” around the occupied eastern town of Avdiyivka to prevent Ukrainian troops from regrouping and establishing defensive lines, military analysts said. Moscow’s forces are seeking to “exploit” opportunities created by taking the city earlier this month, according to the Institute for the Study of War (ISW).

Russian forces have also recently increased the size of their assault groups “from small platoon-sized groups to platoon- and even company-sized groups.” The offensive is focused west of Avdiyivka, “where Ukrainian forces have taken up direct defensive positions to receive incoming Russian offensive operations,” ISW noted.

Analysts say that Russian forces have regained the initiative along the entire front line and will be able to take offensive actions whenever and wherever they want. ISW noted that the Russians regained the initiative following a counteroffensive by Ukrainian armed forces that began in June 2023. Now, according to the analytical center, the Russian military command will be able to choose the time, place and scale of future offensive operations on the territory of Ukraine.

At the same time, Russian President Vladimir Putin began preparing for military aggression against NATO. ISW believes that this is evidenced by two decrees of the Russian leader of February 26, which officially restored the Moscow and Leningrad Military Districts (MVO and LVO).

ISW explains that the LVO will now operate along NATO’s northeastern border, and the MVO along the northeastern part of Ukraine and Poland. This will allow Moscow to simultaneously “stand” against NATO and simplify the command and control of military operations in Ukraine. As experts note, V. Putin mentioned the need to form the LVO after Finland joined the Alliance in 2023. In this way, he showed the Kremlin’s intention to use the LVO in a confrontation with NATO.
