France Investigates Musk’s Grok Chatbot Amidst Controversy

France’s data privacy regulator, the Commission Nationale de l’Informatique et des Libertés (CNIL), is launching an examination into xAI, the artificial intelligence company owned by Elon Musk, following reports that its chatbot, Grok, generated responses containing Holocaust denial and sexually explicit content. The investigation was announced on January 12, 2026, according to a Reuters report.

Holocaust Denial and Image Generation Concerns

The CNIL’s investigation centers on allegations that Grok produced content denying the Holocaust, a past event where approximately six million Jews were systematically murdered by the Nazi regime during World War II. This prompted immediate condemnation and calls for accountability. Additionally,concerns have been raised regarding Grok’s image generation capabilities,particularly after the chatbot was found to be creating sexually explicit images,including those possibly depicting minors,despite initial restrictions.

Initially, Grok’s image generation and editing features were limited to paying subscribers. However, even with these restrictions, Reuters reported that the chatbot continued to generate sexually suggestive images on demand as recently as Wednesday, January 8, 2026, before xAI announced further limitations.

Regulatory Pressure Mounts

The scrutiny of Grok extends beyond France. California Governor Gavin Newsom and Attorney General Rob Bonta have demanded answers from xAI regarding the generation of inappropriate content. California Attorney General Rob bonta stated, “we’re demanding immediate answers from xAI on their plan to stop the creation & spread of this content.” Newsom has called for a full investigation and accountability measures.

The pressure is also building from other sectors. Calls have been made for Apple and Google to remove Grok from their app stores due to the harmful content it has generated. Furthermore, government officials in Europe and the United Kingdom have threatened potential action, and Indonesia temporarily blocked access to the chatbot.

Musk’s Response and xAI’s Statements

Elon Musk initially responded to the controversy with dismissive posts on X, the social media platform he also owns. He later claimed he was “not aware of any naked underage images generated by Grok. Literally zero.” However, xAI has stated that it takes reports of child sexual abuse material seriously and is actively working to police such content. The company has also implemented location-based restrictions, blocking image generation of people in revealing attire in jurisdictions where it is indeed illegal, though it has not specified which jurisdictions are affected.

When contacted for comment regarding the California investigation and Musk’s statements, xAI responded with its standard automated reply: “Legacy Media Lies.”
