Shaneia Gregnesia Lincoln, a 34-year-old resident of Upper Marlboro, Maryland, was taken into custody and charged with involuntary manslaughter on Monday, July 26, according to police records.
The collision occurred shortly after 11 a.m. on Saturday, April 18, when patrol officers responded to reports of a severe crash involving a motor vehicle and a pedestrian at the intersection of 23rd and L streets NW. Arriving emergency personnel found the victim lying in the roadway suffering from critical injuries. Transported immediately to a local hospital, the victim ultimately succumbed to her injuries. Authorities subsequently identified her as Dawn Ciccone.
Investigators reconstructing the timeline and movement of the vehicles involved determined that Lincoln was operating a 2026 Jeep Wrangler heading south in the middle lane of 23rd Street NW. According to police findings, the vehicle bypassed other motorists stopped in the designated left-turn lane onto L street, instead executing a left turn directly from the middle lane, which is not configured or marked as a turning lane.
As the vehicle made the improper turn from the middle lane, investigators state that Lincoln struck Ciccone while she was crossing L street within the marked crosswalk. Police officials confirmed that the driver failed to stop following the impact and drove away from the intersection.
