Colombia’s Armed Forces: From Free Fall to Crisis Management
In 2023, I argued that President Gustavo Petro’s policies were significantly weakening Colombia’s military, inadvertently strengthening armed non-state actors. Revisiting this assessment amidst current regional tensions reveals a complex evolution. Colombia’s armed forces are no longer in a state of free fall, but have transitioned into a mode of perpetual crisis management. While retaining valuable operational experience and demonstrating pockets of excellence, they are burdened by a substantial readiness deficit and frequently concede the initiative to criminal organizations.
The most notable changes since 2023 have been political and organizational. President Petro has overseen considerable turnover in the high command, a practice that disrupts institutional knowledge and continuity. More significantly, the appointment of a recently retired general, Pedro Sánchez, as minister of defense broke with a long-held civil-military tradition. This decision, while intended to streamline decision-making, has blurred the lines between political direction and operational command. The risk is a more reactive executive branch and the potential for partisan influence within the officer corps, prioritizing political signaling over established military doctrine.
The government has attempted to signal a commitment to military modernization through troop expansion and publicized procurement initiatives, including the planned purchase of 17 Gripen fighter jets. However, critical bottlenecks remain in areas such as mobility, specialized training, and advanced intelligence and communications capabilities. Thes deficiencies hinder the military’s ability to proactively address security challenges.
To move beyond crisis management and regain the ability to shape the security landscape, the management must prioritize agility and specialization over sheer numbers. Investing in smaller, highly trained units capable of targeted operations is crucial. Together, addressing the underlying issues of mobility, training, and intelligence gathering is paramount to ensuring the Colombian armed forces can effectively confront the evolving threats to national security.
