The United States Embassy in Moscow on the seventh of March sent a short message warning of the dangers of terror to its citizens in Russia. It said “extremists are carrying out plans to target large gatherings in Moscow, including music concerts.” US citizens were therefore asked to avoid public events and crowds “for the next 48 hours.”

The terror act mentioned in the danger warning occurred 15 days later. As many as 130 people died in the attack on Crocus City Hall, Moscow, last Friday (22/3). Two days later, on Sunday (24/2), the Islamic State terror group in Khorasan Province, ISIS-K, released a statement on Telegram and claimed responsibility.

The US government’s reaction several hours after the deadly incident in Moscow referred to the terror warning on March 7. “We have sent this information to the Russians, as is a long-standing tradition in politics to warn each other,” wrote White House National Security Council spokeswoman Adrienne Watson.

Of course, no details or sources from the secret service have been made public. But does that mean the Russian government ignored America’s warnings of a terror attack?

Russian negligence

According to terrorism researcher at King’s College, London, England, Peter Neumann, the Russian government did not seem to take US intelligence warnings seriously. “The proof is that Vladimir Putin only appeared in public five days later and called the US warning propaganda,” he told German radio station Deutschlandradio.

“In principle, he said that the warning was part of the United States’ psychological warfare strategy, which wanted to destabilize Russia,” added Neumann.

For Michael Gtschenberg, a security expert at the German public broadcasting association, ARD, it is not unreasonable for the US warning to Russia to be publicly published. “I assume that America actually published the warning because at this time there may no longer be any cooperation with the Russian intelligence services,” he said.

“Usually, all countries through their secret services will warn each other if there is a threat of a terror attack, if they get the information early. In my opinion, intelligence cooperation ended when Russia attacked Ukraine,” Gtschenberg said in a DW interview.

War on terror

The latest terror attacks such as in Russia, Iran and Afghanistan show that the space for IS movement in Khorasan Province is not limited by state territorial lines. For this reason, cross-border intelligence cooperation is considered crucial.

“Western secret services share information continuously. Every tip will be forwarded to be processed by the authorities in the respective countries. Often, the information obtained is not proven to be true. But if something is found, it will be followed up with an investigation and arrest. ” said Gtschenberg.

For example, information regarding the possibility of an ISIS-K attack on the cathedral in the city of Kln, which is visited by millions of tourists every year and a public celebration event, was taken seriously by the German intelligence service. Several weeks ago, security forces in the city of Gera, Germany arrested two suspected ISIS-K members who were suspected of planning a terror attack on the Swedish parliament.

In the US, the doctrine of the “obligation to warn” has been embedded in the Intelligence Law of 1947 and Presidential Decree in the era of Ronald Reagan in 1981. Cooperation between countries has especially strengthened since the collapse of the twin towers of the World Trade Center in New York due to the Al-Qaida terror attack in 2001 which killed nearly 3,000 people.

“The events of September 11 played a huge role,” Gtschenberg said. “The US vowed that it would never repeat an incident where vital information was not shared. That policy continues to this day.”
