“About half of North Korea’s missiles lost their programmed trajectories and exploded in mid-air. In these cases, the wreckage was not found,” he told the agency Office of the Prosecutor General of Ukraine Andriy Kostin. The missiles, the remains of which could not be found, were identified by experts as Hwasong-11 based on their trajectories, speeds and launch sites.

The Russians were supposed to use North Korean ballistic missiles for the last time on February 27. The number of missiles fired corresponds to information on the amount of North Korean ammunition delivered. This means that the Russian units did not stop using the missiles despite their failure rate, according to the Ukrainian Prosecutor General’s Office.

Attacks using Hwasong-11 missiles have killed 24 and injured 115, not to mention damage to residential buildings and industrial facilities. Ballistic missiles are difficult to neutralize due to their trajectory and speed. Kostin’s office did not say whether Ukrainian air defenses managed to shoot down any of them.

Russia has used North Korean missiles in a minimal number of attacks, yet their use has alarmed not only Kiev, but also Seoul and Washington. The concern is the danger that Russia is helping North Korea increase its nuclear capabilities, the development of which has so far been hampered by international sanctions.

In addition to giving North Korea the opportunity to test its weapons, Moscow has also taken several steps that will make it more difficult for the United Nations to monitor sanctions imposed on Pyongyang in 2006. These include Russia’s veto of the annual renewal of UN sanctions monitors, who have been monitoring sanctions compliance for the past fifteen they supervised for years.

“Thanks to Russian support, North Korea is able to bypass key international institutions such as the UN Security Council,” said Edward Howell, a North Korea expert at the University of Oxford.

According to the United States, North Korea began supplying Russia with ballistic missiles and artillery shells after Kim Jong-un’s summit with Vladimir Putin last September.
