Starting in August, Romanians can make their electronic bulletin, and the new document will also be available for children under 14, as it is currently. In these situations, parents must meet several conditions.
The new electronic bulletin will include an embedded chip that will facilitate the identification of the holder. The document will also allow digital signing of documents remotely.

At the same time, the dimensions of the new electronic bulletin will be similar to those of a driver’s license, and personal data will be displayed on both sides of the document.
Also, with the introduction of the new electronic bulletins, the age threshold at which the identity card can be requested also changes.
Consequently, parents whose children have reached the age of 12 can request the electronic bulletin for them.
In order to start the procedure for issuing the identity document, it is essential that the application is signed by both parents, who must be present at the time of its submission.

Necessary documents for the issuance of the children’s bulletin
If one of the parents cannot appear, he must obtain a notarized or consular certified statement from the other parent. The application must be accompanied by the following documents:
- birth certificate (original and copy);
- the identity document of one of the parents or of the legal representative (original);
- the parents’ marriage certificate or the divorce certificate accompanied by the parental agreement/divorce court decision;
- definitive/irrevocable, as the case may be, if the parents are divorced (original and copy);
- payment receipt of 7 lei tax, at CEC or Post.

The new e-bulletin will have to be renewed at a longer period of time
Also, the new legislation brings changes regarding the period of validity of identity documents.
Thus, starting in August, when the new electronic bulletin will be introduced, the expiration period will be longer.
- validity four years for persons aged 14 to 18;
- validity seven years for persons aged 18 to 25;
- validity ten years after reaching the age of 25.
Applicants will also be exempted from paying the fee for the first e-bulletin issued. However, the exemption from paying the “bulletin” fee will apply when it comes to a person’s first identity document.
