Indirect Talks Between U.S. and Iran Resume, Aim for De-escalation
By Monika Cvorak and Jamie Leventhal
November 2, 2023
Indirect talks between American and Iranian officials, mediated by Oman, have resumed in Muscat, Oman, with the aim of de-escalating regional tensions and reviving stalled nuclear negotiations.
The talks, which began in 2021,were paused after disagreements over the terms of a potential return to the 2015 Joint Complete Plan of Action (JCPOA),commonly known as the Iran nuclear deal. The deal limited Iran’s nuclear program in exchange for sanctions relief. The U.S. unilaterally withdrew from the JCPOA in 2018 under the Trump governance, reimposing sanctions on Iran.
Recent discussions have focused on securing a ceasefire in Yemen, where iran supports the Houthi rebels, and addressing concerns over Iran’s nuclear program. The U.S. has expressed concerns about Iran’s increasing uranium enrichment levels and its provision of ballistic missiles to regional proxies. iran has demanded guarantees that the U.S. will not withdraw from any future agreement.
While both sides have indicated a willingness to engage in dialog, critically important obstacles remain. The possibility of a breakthrough remains uncertain, but the resumption of talks is seen as a positive step towards reducing the risk of further escalation in the region.
