A young woman from the county Botosani, recently graduated from Faculty of Medicine with an impressive 9.95 in her undergraduate degree, she was disappointed to learn that she had been rejected in the competition for employment at “Mavromati” County Hospital from Botoșani. In the context where the medical system in Romania is ‘crying’ for young people who choose to work abroad after graduating, there are still increasingly hallucinatory ‘bureaucratic’ reasons to discourage such young people from choosing to work at home, in Romania.

The young woman, determined to start her career in her own community, entered the competition for a general assistant position in the general surgery department. With the confidence gained during her years of study, she prepared her file with a certificate of completion issued by the university. However, the file was rejected on the grounds that a copy of the diploma in the field was missing.

But her file was rejected for a hallucinatory reason – “missing copy of diploma of studies in the field”, after the girl, recently graduated, submitted to the file a certificate of completion of studies issued, under the law, to graduates. Document that certifies graduation and licensing in the specialization of studies and which is perfectly valid for one year, during which the degree diplomas are printed.

According to article 39 of Order No. 3691/2024 of February 1, 2024, regarding the Framework Methodology for organizing and conducting license/diploma and dissertation exams, which stipulates that “(1) Until the issuance of the diploma, but no more than 12 months after the graduation date, the graduates who have passed the final exam receive certificates regarding the completion of their studies. / (2) The certificate regarding the completion of studies gives the holder the same legal rights as the study certificate (…)“.

I want to tell you that my daughter’s file submitted for the position of generalist assistant in the general surgery department was also rejected, the reason being “missing copy of diploma of studies in the field”. I would like to mention that my daughter graduated from medical school with a specialization in general assistant last year, passing the licensure exam with a grade of 9.95. The faculty has not yet issued the diplomas, but the graduates have certificates of completion of their studies that are valid until they receive the diplomas. My daughter filed the copy of the certificate, but apparently it didn’t matter to the people who checked. I don’t think it’s fair that after four years of college you can’t participate in a competition just because the degrees are issued later as long as you have a valid certificate“, the young woman’s mother testified for Botoșani News.

This situation was not unique at the “Mavromati” County Hospital in Botoșani. Several candidates were rejected at the screening of files, some due to non-compliance with the European CV model, which created a wave of disappointment among those who wanted to work in the local health system.
